BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />The local residents as well as City of Miami Springs officials were <br />concerned about existing safety and traffic operations conditions along a <br />portion of S. Royal Poinciana Boulevard between East Drive and west of <br />Le Jeune Road due to speeding vehicles and cut-through traffic. <br /> RJ Behar & Company, Inc. (RJ Behar) was contracted by the City of Miami <br />Springs to conduct a traffic study to assess vehicular, pedestrian, bicycle <br />safety and traffic operations along the above referenced segment of S. <br />Royal Poinciana Boulevard. The study determined potential measures and <br />roadway improvements to address identified deficiencies and concerns. It <br />also determined, at the conceptual planning level, the feasibility of <br />providing a bicycle path along the roadway. Currently, the roadway is a <br />four-lane undivided facility with two lanes in each direction. Furthermore, <br />this roadway is under the jurisdiction of Miami-Dade County; consequently, <br />proposed significant modifications need to be reviewed and approved by <br />the City as well as the County. <br /> Three alternatives were considered during the future year 2028 analyses to <br />improve the safety and traffic operation conditions along S. Royal <br />Poinciana within the study limits: <br />Alternates Two and Three include traffic signal timing and phasing adjustment for the intersection of East Drive and South Royal <br />Poinciana Boulevard. This will reduce the delay time for southeast bound and northwest bound traffic on South Royal Poinciana <br />Boulevard; therefore, it is recommended for implementation by Miami-Dade County | It is recommended to implement Alternative <br />Three which provides for: one lane in each direction along S. Royal Poinciana Boulevard within the study limits, a raised median <br />beginning at Miller Dr. and ending at Coolidge Dr., exclusive left turn lanes at Forrest Dr. and Sheridan Dr., and a Bike Path along <br />the northwest bound direction of S. Royal Poinciana Boulevard. The reduction of lanes will not significantly impact LOS and vehicular <br />delay at the analyzed intersections and roadway segments and will provide for traffic calming, thus reducing the speeding concern. | <br />Alternate Three includes a shared bicycle/vehicle pavement marking in the SEB direction of South Royal Poinciana Boulevard as <br />well as R4-11 (Shared veh/bicycle lane)post mounted signs throughout the roadway. | It is also recommended to install dynamic <br />devices along both directions of travel informing motorists of their speed. | Continue police enforcement of the speed limit along S. <br />Royal Poinciana Boulevard. | Perform a traffic study on the intersection of Okeechobee Road & East Drive to reduce vehicular <br />delays and improve LOS. <br />Cost/Fees Paid: $18,808.37 │Construction Cost: Study | Key Personnel: Robert J.
