<br />MAINTENANCE OF TRAFFIC <br />Collins Avenue, in the vicinity of 174th Street, is heavily traveled roadway with an Average Annual Daily <br />Traffic (AADT) of 55,200 vehicles. This is well above average for a six-lane roadway. <br /> <br />A Temporary Traffic Control Plan (TTCP) will be developed to safely address vehicular traffic, including <br />emergency vehicles, pedestrian traffic and construction personnel. Construction operations shall be <br />coordinated with the City of Sunny Isles Public Works Department, as the City’s noise ordinance (7 am to <br />sunset) will require a noise permit nighttime construction. Any nighttime work will be coordinated with <br />the Florida Fish and Wildlife Department because of the lighting restrictions required during turtle nesting <br />season. All impacts to private properties, such as driveway reconstruction, will be coordinated with the <br />respective property owner/condominium association. <br /> <br />Lane Closure Analysis <br />We have performed a preliminary Lane Closure Analysis to determine the number of allowable lane <br />closures on Collins Avenue during construction. <br /> <br />The analysis was based on: <br />• 24-hour vehicular traffic counts provided in the 174th Street Pedestrian Overpass Planning Study <br />• FDOT LOS Manual, Table 7 Peak Hour Directional Volumes, Class II <br />Conclusions / Recommendations: <br />Weekday Options: <br />1. From 12 midnight to 5:00 AM: Leave ONE lane open to traffic. <br />2. From 7:30 PM to 7:00 AM: Leave TWO lanes open to traffic. <br />3. From 7:00 AM to 7:30 PM: Leave THREE lanes open to traffic. <br />Saturday Options <br />1. From 12 midnight to 7:30 AM: Leave ONE lane open to traffic. <br />2. From 7:30 AM to 12 midnight: Leave TWO lanes open to traffic. <br /> <br />TTCP for Main Span Erection <br />The critical TTCP phases are dictated by safe main span construction activities over Collins Ave. <br />Erection of the main spine and ribs of the bridge can be accomplished in four TTC phases, <br />thereby, minimizing traffic disruption. <br /> <br /> <br />D-27
