<br /> <br /> Firm’s Interpretation <br />The scope of services described in 9. ENVIRONMENTAL ENGINEERING will require ECS Group to conduct field <br />studies to assess an area whether it is coastal or upland. These studies will then determine the type, locations and <br />quality of resources found within the project area. ECS Group will be able to write technical reports from the <br />information collected and provide recommendations to the City. These recommendations will help execute the vision <br />of their project, while caring for community interests by providing planning, design and permitting work. This work will <br />require collecting background information such as aerial imagery, LIDAR, soil information, wildlife consultation areas, <br />previous permits, and land use and building codes. The preparation of design plans and production and analysis of <br />GIS maps will also be required during this process. ECS Group will be able to coordinate with the local, state and <br />federal agencies to promote open lines of communication and expedite permit processes. Staff has vast knowledge <br />of the permitting process from pre-application meetings, preparation and submittal of the applications to obtaining <br />appropriate permits. Once permits are authorized, ECS Group can assist the City in bidding processes and <br />construction administration. ECS Group has substantial experience working with contractors and can play the vital <br />role as liaison between the City and contractors. Lastly, staff can provide construction and mitigation monitoring <br />during construction phases to ensure that the work is in compliance with the issued permits. <br /> Method of Approach <br />For the work category being submitted in this proposal, ECS Group recommends the one-stop shop approach. Many <br />of the services listed in the Environmental Engineering category require data collection of resources, which will then <br />need to be mapped and analyzed in GIS, documented in reports, depicted on design plans, impacts permitted if not <br />avoided and minimized, and monitoring of remaining resources during construction phases. ECS Group can provide <br />all these services within this category with one single point of contact, Marisa Magrino. From the data collection to the <br />technical reporting and GIS mapping to the permitting and construction phases, ECS Group can provide <br />environmental services from start to finish. With the intimate knowledge of local, state and federal rules and <br />regulations by previously working for governmental agencies (Broward and Miami-Dade County), Ms. Magrino can <br />effectively lead permitting for the City and provide results in a timely manner. ECS Group has staff that live in both <br />Broward and Miami-Dade County; therefore, allowing for a quick turnaround time for impromptu field and office <br />meetings. <br /> <br />Overall, ECS Group has the expertise to address many types of projects that may be included in the above- <br />referenced work category; and can meet expectations and reach successful completion under a required schedule, <br />including possible multiple assignments at the same time. ECS Group prides itself on being adaptable and <br />responsive to the needs of clients, and has the knowledge and flexibility to meet technical and non-technical <br />requests. <br /> Innovative Concepts <br /> <br />ECS Group recommends the use of virtual office meetings as well as virtual field meetings if not already implemented <br />by the City. As many firms and agencies are using a method of virtual office meetings, City staff can communicate <br />with a consultant in the field to discuss the progress of the project in real time if the staff cannot attend the field <br />meeting due to office work and our country’s current condition. This will also save costs on fuel and maintenance of <br />City’s vehicles. ECS Group also recommends the increase usage of drone services, which we can provide with a <br />subcontractor that we would like to start utilizing. Although fieldwork is necessary in many instances, having current <br />aerial imagery can help interpret the overall progression or deterioration of a project site. <br /> <br /> <br /> <br />Page 3 <br />
