CEI for SFWMD C-4 Canal Bank Improvements, Sweetwater Flood Protection Berm, <br />Sweetwater, FL Completion: 2016 <br />The C-4 Canal Bank Improvements, Sweetwater Flood <br />Protection Berm construction project included the removal <br />of vegetation and encroachments from within the District’s <br />easements, the construction of a reinforced earthen berm, <br />stormwater collection and disposal structures, and vehicular <br />access gates. This project required significant coordination <br />with the residents on the canal as many had encroached <br />on the District’s right-of-way with structures, pools and <br />patios, all of which had to be removed. The work included <br />clearing the right-of-way completely of illegal structures <br />and vegetation, hardening the canal bank with fill and a <br />limerock base, High Performance Turf Reinforcing Mats, and <br />sodding, as well as environmental and turbidity monitoring. <br />CES provided construction phase support with an on- <br />site representative to provide inspection of the work and <br />to oversee the materials testing needed for the project <br />utilizing the District-provided Primavera software as a <br />document tracking and control system. This included <br />tracking submittals, Requests for Information, payment <br />applications, the inspector’s daily reports, Change Orders, <br />Field Orders and Value Engineering proposals. CES also <br />provided Record Drawings and a Construction Certificate of <br />Completion at the end of the project, signed and sealed by <br />a Florida Professional Engineer. <br />QA/QC was handled by CES Project Manager Bud Goblisch, <br />who has 41 years of experience in the construction management field. Weekly calls to the field <br />representative were held and documentation review was completed on a regular basis to ensure <br />that the procedures were being followed. Timely reviews and quality technical comments were <br />essential to the project team efforts. CES project management is built upon several key elements: <br />a cohesive team, schedule adherence, cost control, and efficient resource management. CES <br />Project Manager Bud Goblisch worked to assure the work progressed according to schedule <br />and budget and established clear lines of responsibility and communication with all project <br />participants.
