CEI for SFWMD C-4 Canal Bank Improvements & Flood Protection Berm, Palmetto Phase 1 Completion: 2017 <br />The C-4 Canal had become overgrown with vegetation, and the easement had been <br />encroached upon by many residents along Tamiami Trail in Miami. This project made <br />improvements to the canal to improve drainage and to provide improved flood <br />protection to residents. The work included clearing the right-of-way completely of <br />illegal structures and vegetation, hardening the canal bank with fill and a limerock <br />base, High Performance Turf Reinforcing Mats, and sodding, as well as environmental <br />and turbidity monitoring. <br />CES was contracted to perform on-site representation to observe and document the <br />construction and to assist the DPM in determining if the work was performed according <br />to the plans and specifications. This included reviewing and responding to shop <br />drawing submittals, Requests for Information, Change Orders, Field Orders and Value <br />Engineering proposals. It also required CES to <br />provide Record Drawings and a Construction Certificate of Completion at the end of <br />the project, signed and sealed by a Florida Professional Engineer. Informing residents <br />of the work that had to be completed was a daily effort and the most challenging part <br />of the project. <br />3. CEI for C-23 & C-25 Canal Bank Stabilization Projects (G-78, G-79, S-97, S-99, S-48 & S-50) St. Lucie County, FL <br />Completion: 2018 <br />The C23 and C25 Canals required bank stabilization at a number of gates and structures, including G-78, G-79, S-97, S-99, <br />S-48 and S-50. The work included rip rap installation, marine mattress installation, sheet piles, pile caps and stilling wells. <br />CES was contracted to perform on-site representation to observe and document the <br />construction and to assist the DPM in determining if work was performed according <br />to the plans and specifications. This included reviewing and responding to shop <br />drawing submittals, Requests for Information, Change Orders, Field Orders and <br />Value Engineering proposals. It also required CES to provide Record Drawings and a <br />Construction Certificate of Completion at the end of the project, signed and sealed by <br />a Florida Professional Engineer. <br />The S-50 Structure is a reinforced concrete, un-gated, fixed crest ogee weir with a crest <br />elevation of 12.0 feet. The weir is 126 feet wide and includes a hydraulic jump producing <br />stilling basin with two rows of concrete baffles. The structure also includes steel sheet <br />pile wingwalls on the upstream and downstream sides. The purpose of this structure <br />is to serve as a part of the overall flood protection system to ensure water control, to <br />regulate flow and to prevent excessive velocities in the C-25 Canal. CES was contracted <br />to perform inspection of the work to ensure the construction met the requirements of <br />the Contract Documents and applicable permits. CES also prepared and issued signed <br />and sealed Record Drawings and a Construction Completion Certificate to the District <br />CES used District-provided Primavera software as the document tracking and control system. This included tracking submittals, <br />Requests for Information, payment applications, meeting minutes and the inspector’s daily reports. <br />QA/QC was handled by CES Project Manager Bud Goblisch, who has over 40 years of experience in the construction management <br />field. Weekly calls to the field representative were held and documentation review was completed on a regular basis to ensure <br />that the procedures were being followed. Timely reviews and quality technical comments were essential to the project team <br />efforts. The project was completed on time and budget. <br />CES Project Manager Bud Goblisch worked to ensure the work progressed according to schedule and budget and established <br />clear lines of responsibility and communication with all project participants. Scheduling and document tracking and control <br />software was utilized throughout, allowing the District PM to keep up with project progress and issues. <br />Work performed by CES <br />was completed six months <br />early and under budget.
