Qualification Information and Assigned Personnel
FDEP-licensed stormwater inspectors, and finally submitted the Notice of Termination when the project
concluded.
Fuel Storage Tank Permitting - Terracon is experienced with the FDEP requirements for fuel storage
tank systems and assists clients in maintaining compliance with state (Chapter 62-761 and 62-762, FAC)
and federal (Title 40 CFR, Part 280) statutes/rules governing fuel system operation, recordkeeping and
maintenance.
Terracon's staff has been conducting closure assessments for storage tank facilities throughout Florida
to assist owners with documenting site conditions. The closure guidelines require that soil samples be
collected from the area surrounding the tank and screened in the field for the presence of organic vapors
as well as having a soil sample submitted to a laboratory for analysis of constituents of concern. A
groundwater sample must also be collected from the center of the storage tank area, as long as
groundwater is shallower than 20 feet below grade, to assess groundwater quality.
Our team is intimately familiar with the State's storage tank closure assessment requirements and
Contaminated Site Cleanup Criteria (Chapter 62-780, FAC) and is prepared to address any storage tank
situation that arises.
Air Permitting - Terracon professionals stay current with the constantly changing regulations and have
the expertise to assist you in developing permitting strategies in accordance with Chapter 62-210 FAC
that provide you with operating and permitting flexibility. Our professionals prepare construction permit
applications for new facilities and for new or modified processes. Terracon also prepares operating permit
applications required under Title V, New Source Review, and Prevention of Significant Deterioration.
Terracon interacts with regulatory agencies to ensure permits are issued in a timely manner and to
prevent unexpected requirements in the final permit.
As part of the air permit compliance services provided, Terracon's team prepares annual compliance
reports for submittal to the appropriate agencies. Reports have included greenhouse gas (GHG) reporting
using EPA's Electronic GHG Reporting Tool (e-GGRT), annual actual emissions reporting, and NESHAP
compliance reports. Terracon also evaluates the applicability and compliance requirements of new
regulations that may affect a facility. Equipment proposed for a facility's operations is reviewed by
Terracon to ensure it meets current air permit requirements and applicable regulations.
Brownfields - In 1995, the EPA launched the Brownfields Action Agenda to demonstrate that
redevelopment and environmental protection is achievable on the same project. Terracon, having taken
part in the initial program developed by the EPA that led to the National Pilot funding program now known
as the Brownfields Program, was an early program engineer. During this initial time, Terracon developed
the community wide generic QAPP that was later adopted by all the EPA Regions.
1rermcon City of Sunny Isles Beach — RFQ No. 20-07-01 1 Continuing Professional Consulting Services (CCNA) 20
