a Qualification Information and Assigned Personnel <br />Terracon, therefore, has a long-established relationship with the EPA Brownfields Program, knowing the <br />EPA Project Officers in the EPA Regions, as well as the Brownfields Regional Coordinators. Belinda <br />Richard, Terracon's National Brownfields Program Manager, has worked with the dozens of <br />municipalities to implement successful Brownfields projects for over a decade. Additionally, Terracon <br />professionals have working relationships with EPA Directors and Administrators in the Washington, D.C. <br />headquarters. <br />Terracon is well known in the Brownfields program, providing training support to communities through <br />EPA -funded programs. We continue to be a provider for Brownfields training and education under the <br />EPA -funded Technical Assistance to Brownfield Communities (TAB) Program. Terracon has been a TAB <br />partner and contractor since 2005. <br />Spill Prevention Control and Countermeasure - The City, as owners and operators of storage tanks, <br />is subject to the Oil Pollution Prevention regulation promulgated under the authority of the Federal Water <br />Pollution Control Act (Clean Water Act). This rule addresses requirements for Spill Prevention Control <br />and Countermeasure (SPCC) plans pursuant to 40 CFR 112 (Oil Pollution Prevention). <br />Terracon routinely prepares SPCC plans with the purpose of preventing petroleum discharges from <br />occurring and to prepare District personnel to respond in a safe, effective, and timely manner to mitigate <br />the impacts of a petroleum discharge. SPCC Plans are developed in general accordance with the EPA's <br />SPCC Regulation, 40 CFR 112, and can be completed in an applicable Tier 1 template format. <br />FDOT <br />Terracon has provided excellent technical service to Districts 4 and 6 (D4/6) on continuing services <br />contracts for 16 years, allowing. our team of professionals to have a wealth of knowledge and experience <br />working on districtwide (D/W) contracts for material lab testing and construction services. Our services <br />include plant inspections for verification and independent verification; performing laboratory testing in <br />accordance with all applicable standards; delivering samples to resolution laboratories upon request; <br />notifying project administrators, and the FDOT Project Manager in case or failing materials; provide <br />sampling, testing and reporting on concrete materials ensuring compliance with standard operating <br />procedures and applicable contract documents; inspecting and reporting on Pre-Stress/Pre-Cast <br />Production facilities to ensure compliance with governing documents and approved QC Program; <br />performing structural concrete evaluation as requested and report any noted deficiencies to the District <br />Structural Materials Engineer; and inspecting, sample, test and report on field earthwork activities and <br />other assignments requested by the FDOT. We also specialize in providing to the Florida Turnpike <br />Enterprise and Miami -Dade Expressway Authority. <br />Terracon was recently selected by D6 to provide geotechnical support services districtwide. Our role is <br />to aid in developing the scope by performing a desktop study to obtain data collection and perform a site <br />reconnaissance. For every project, we perform geotechnical field and maintenance of traffic (MOT) <br />services required for geotechnical field work; and laboratory testing services.
