BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost)

Coastal Systems is performing a grant-funded
Inundation and Economic Vulnerability study,
which assesses the Village of Bal Harbour’s
vulnerability to sea level rise and storm surge
under various future scenarios. Coastal Systems
procured the Resilience Planning Grant from the
Florida Department of Environmental
Protection’s (FDEP) Florida Resilient Coastlines
Program, on behalf of the Village.

Coastal Systems held an Introductory Public
Workshop to introduce Village residents, officials
and stakeholders to the scope of the study.
Coastal Systems compiled a Resilience GIS
Database, which includes property values, land
use, ground elevations, finished floor elevations,
and drainage and roadway infrastructure.
Coastal Systems conducted Inundation Modeling to determine the flooding risks for the Village associated with rainfall,
King Tides, and various interval storms (25-, 50-, and 100-year storms) through 2080, with sea level rise.

Coastal Systems analyzed the potential economic impact associated with the inundation scenarios. Coastal Systems
annualized the probable damage cost to infrastructure to understand the potential damages to a building in any given
year, with sea level rise. The annual maintenance costs of public infrastructure, including roads, utilities, beach/dune
system, and parks were projected to understand the future increases in costs due to increasing sea level elevations.
Coastal Systems produced a Vulnerability Ratio to
project future potential reductions in property value and
compared the future potential reductions in property
value to the annual operating budget of the Village to
project future impacts to the Village revenues. The
future maintenance costs of public infrastructure were
compared to the annual operating budget of the Village
to project future increases in Village expenditures.

Coastal Systems is concluding the Study with a final
Public Workshop to present results and conclusions.
25.
