<br /> <br /> RFQ No. 20-07-01 <br />City of Sunny Isles Beach Beach <br />August 2020 <br /> <br />D – Project Approach and Understanding <br />Pre-Design and Design tasks will be initiated, enforcing all our management procedures. <br />We will also conduct detailed design reviews throughout the pre-design and design phase. <br />Several workshops and work sessions will be held including code reviews, inter-discipline coordination <br />meetings, discipline QA/QC reviews, value engineering, constructability reviews, and operability reviews. <br />During all project phases, all related documentation <br />including surveys, technical memos, eMails, meeting <br />minutes, reports, calculations, models, drawings, <br />specifications, details, etc, will be managed and filed <br />electronically and in hard copies (with the exception of <br />eMails). All project documentation may be provided to <br />the City periodically or upon request. <br />Our plan includes regular coordination meetings and <br />progress meetings to ensure and optimize City <br />involvement. We know that the work being done under <br />this project is not the only item of business demanding <br />your time. Therefore, we will conduct efficient <br />meetings using detailed and time-limited agendas. <br />Coordination meetings will be specifically related to individual project activities to ensure input from all <br />stakeholders and will be intended to inform operations staff about any particular outage or operational <br />constraints that may be required during project delivery. During the detailed design phase, the City staff <br />will provide input on materials of construction, specifics on desired equipment features; consider <br />equipment compatibility and reliability, operating and management philosophy, automation <br />procedures, and the like for incorporation into the design. <br />Project control tools will be utilized, such as Primavera products for scheduling and construction <br />management tasks. These products also allow all team members to access project data at anytime. Our <br />project control includes control of costs and detailed projection of construction costs, to help determine <br />budgets. Our professionals are very aware of the recent decline and later gradual increase of our <br />construction industry prices. Our staff is in constant communication with contractors and suppliers. This <br />is very beneficial to the City, since we will be able to provide budgetary estimates that will resemble real <br />construction prices, avoiding over budgeting or under budgeting of construction contracts. PDS is also <br />a strong advocate of life cycle cost analysis for determining the budgetary impact of a project, helping <br />the City make better decisions. <br /> <br />PDS will also provide the City, if necessary, community involvement sessions during the design phase, to <br />obtain input from residents about certain projects. PDS has experience providing these services and <br />aiding in public outreach campaigns. Useful tools include the creation of letters to affected residents, <br />implementation of a project related webpage, schedule public meetings, and generate information <br />flyers. Usually, it is up to the client the level of community involvement desired, and it varies by project, <br />but community involvement at any level should be a part of every utility project, and PDS has the <br />34
