BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) CPE staff have worked with the Town of Palm Beach consistently over the past 15 years to provide engineering and environmental support services. This has provided our team with an in-depth knowledge of the Town’s coastal program needs and project specific details. In addition to the individual projects organized on a reach by reach basis, we have direct experience with the Town-wide studies implemented to continually improve coastal resources management and enhance the Town’s overall resiliency to coastal storms and sea level rise. Our staff has worked on coastal projects in nearly every reach of the Town’s shoreline from Reach 1 through Reach 8. Most recently, this has included CPE services for construction of the Mid-Town Beach Nourishment project and support for the Reach 8 project. The Mid-Town Beach Nourishment project was originally constructed in 1995/96 and included construction of 11 groins. The project area was expanded and renourished several times over the years, including using FEMA funds in 2006 in response to the FY 2004-05 hurricane seasons and again in FY 2010-11 to repair damage sustained during Tropical Storm Fay. The Town constructed an expanded Mid-Town Project in 2015 (R-89 to R-100). Most recently, the USACE recently completed construction of the Town’s Mid-Town project to repair impacts from Hurricanes Matthew (2016) and Irma (2017). In the past, the Town constructed the project, but this was the first time the project was built under the leadership of the federal government, marking the beginning of a 50-year partnership with the federal government to protect the Mid-Town beach area. The project was constructed from March to May 2020, placing approximately 700,000 cy of sand and utilizing three hopper dredges and specialized screening equipment. CPE staff worked closely with the Town and the USACE and provided construction observation and project support for the Mid-Town project. We provided coastal engineering analyses, construction observations, project management oversight, and environmental services including permitting and permit compliance. The Reach 8 nourishment project was evaluated with an adjoining project in the Southern Palm Beach Island Comprehensive Shoreline Stabilization Project EIS, which was finalized in 2016. CPE staff have recently supported the USACE on the Reach 8 project to facilitate consultation with NMFS. We are currently coordinating with the Town, the USACE and NMFS to provide updated data and facilitate issuance of the Record of Decision. 25. FIRMS FROM SECTION C INVOLVED WITH THIS PROJECT a.
