City of Sunny Isles Beach | RFQ No. 20-07-01 | Continuing Professional Consulting Services (CCNA) <br />Surveyors and Mapping <br />As CGA has and continues to provide professional surveying <br />and mapping services to various municipalities in the <br />South Florida region, we have a vast amount of knowledge <br />and experience in the municipal consulting field. We have <br />assembled a team of qualified surveying professionals who <br />have completed numerous surveying projects of similar <br />scope, who possess the diversity of technical skills required <br />for successful completion of any task within this project and <br />who have the full understanding of the requirements and <br />intricacies of completing surveying projects in the City of <br />Sunny Isles Beach. The team is fully committed to dedicating <br />the necessary manpower, expertise and attentiveness to <br />ensure the City meets its objectives through the provision of <br />these services. <br />In general, CGA's approach to the Surveying Scope of <br />Services is outlined below. <br />Initial City Request – Upon receipt of the City’s request, the <br />CGA Survey/Mapping Project Manager (SPM), Steve Watts, <br />PSM, will hold a phone conference or in-person meeting to <br />compile a project information package from the City. Part <br />of this stage is to identify the specific survey request, as <br />well as what the desired intent is of the survey project. For <br />example, a construction layout survey that will progress into <br />a full ALTA|NSPS Land Title Survey of the site may require a <br />different layout of survey control versus one that just has a <br />stakeout component. It is at this stage that the groundwork <br />is laid for a successful survey that will allow our team to <br />determine the complete scope of work, required schedule, <br />budget and final deliverables at the onset of the project. <br />Project Research – Prior to any mobilization of field crews, <br />Steve will complete the necessary due diligence of the <br />information gleaned from the Initial City Request stage. <br />This includes a search of the public records including the <br />Miami-Dade County Property Appraiser’s office; Clerk of <br />the Court; Miami-Dade County Section Maps, City of Sunny <br />Isles Beach information and NGS websites together with any <br />Google street view type applications. This upfront research <br />assists in identifying property boundaries, easements and/ <br />or other encumbrances that may exist on a specific parcel. <br />From this research, a survey field map will be generated <br />identifying survey traverse control points together with any <br />found property and/or right-of-way monuments within the <br />area. Utilizing the County Parcel GIS map, CGA will upload <br />property corner search ties which are referenced to state <br />plane coordinates directly into our GPS data collectors. This <br />process allows field crews to navigate directly to a possible <br />corner location within centimeter accuracy. Utilizing this <br />process enables us to perform the same type of location for <br />buried valves, manholes or other type of as-built infrastructure <br />referenced to state plane coordinates. <br />Project Schedule and Budget – Most survey projects have <br />a total project length from Notice-to-Proceed to final survey <br />deliverable of less than 3-4 weeks. Upon receiving the initial <br />survey/mapping request and due diligence is completed, <br />CGA will immediately prepare a man-hour estimate and crew <br />schedule to complete the survey tasks within the critical path <br />timeframe. Any survey projects of size and complexity that <br />require a more substantial timeframe to complete (3-4 month <br />survey project). CGA will coordinate this schedule with the <br />City to obtain feedback on both the schedule and proposed <br />budget. <br />Team Communication – The Project Team will hold weekly or <br />more frequently if needed, meetings to discuss project status, <br />updates, issues and resolutions to issues. CGA will maintain <br />constant communication with the City and will provide status <br />updates as the project progresses. <br />Project Approach and Understanding - Surveyors and Mapping <br />13
