City of Sunny Isles Beach | RFQ No. 20-07-01 | Continuing Professional Consulting Services (CCNA)
Calvin, Giordano and Associate’s (CGA) has developed a
broad environmental service base to fully understand and
serve all the needs of our clients, and to fully address all
natural resource considerations. Our diverse and in-depth
work experience has provided us with a critical understanding
of current environmental planning and permitting issues,
and the historic impacts that have affected our natural
resources. The integration of our highly technical field skills,
in-depth knowledge of regulatory details and overall project
requirements allows us to efficiently address project needs
from inceptions to completion.
CGA environmental staff stays current on regulatory
updates and has also built long-lasting relationships with
the regulatory agencies. Our environmental staff is skilled
in addressing considerations in pristine natural resource
settings to urbanized settings, both benthic and terrestrial,
and the natural resource features unique to your coastal
barrier island community. CGA has long provided municipal
contract service in diverse settings and structures and knows
how to maintain effective communication, to be a valuable
asset to your City, and to efficiently and effectively implement
your projects, your goals and your vision. It is our practice to
work closely with your Staff.
Upon being awarded a project by the City, CGA will meet with
the City to determine and confirm the specific requirements
of the project, the City’s timeline, coordinating partners,
chain of contact, deliverables, and what supporting elements
the City may be providing. Anticipated or potential project
challenges will be discussed and identified at this meeting,
such as external agency technical coordination in permitting
that may require extended time frames for completion, or
imperiled species surveys that can only occur in limited time
windows.
CGA will establish our project staffing needs, the appropriate
sequencing of work including those tasks that can run
concurrently, and a progress schedule. Ongoing, CGA will
continually review the progress of the project to assure meeting
the projected timeline and budget as approved by the City.
The CGA project manager will maintain close communication
with each team member and any coordinating partner(s) and
will periodically update the City of the project progress. As
scheduled, or requested by the City, the CGA project manager
will provide deliverables in the format(s) specified by the City.
Any adjustments due to circumstances such as changing
conditions or change of the original scope occurring
throughout the duration of the project will be reviewed with
the City and adjusted as necessary upon City approval. All
permitting should run concurrently and optimal sequencing
for environmental permitting includes:
• Identifying all required jurisdictional agencies and
organizing and attending pre-application meetings
with them,
• Conducting the necessary site inspections to collect
the field data required to document the existing
natural resource conditions and potential for impacts
to sensitive habitats in submerged lands, shorelines
and adjacent uplands with the implementation of any
proposed project,
• Preparing the environmental documents, analyses,
and other environmental submittal information for
inclusion in the application submittal packages,
• Coordinate with engineering and other team
members to obtain all other required submittal
documents and plans for inclusion in the submittal
packages, completing applications forms, obtaining
signatures and checks, and submitting application
packages to the agencies,
• Coordinate and attend meetings, post submittal,
each with each of the permitting and commenting
agency, and
• Immediately responding to any request for additional
information.
Successful project implementation requires diligent
oversight, documentation and follow-up; as well as ongoing
clear, concise communication with the City and other project
partners. CGA’s staff is experienced and highly skilled in the
services required of by this RFQ and has adequate availability
in their existing workload to undertake the City’s scope of
work and maintain the high standards of deliverables the City
and CGA are accustomed to.
All of our projects adhere to a strict project management
system, wherein we weekly ensure that milestones are
met and risk management is averted, by addressing the
anticipated staffing needs of each project and matching
those needs with the most capable resources. CGA has
been able to accommodate its workload, while keeping our
mantra of personalized attention combined with responsive
solutions for each and every client. Additionally, CGA has
the experience and in-house resources to seamlessly cover
almost any eventuality that is encountered.
Project Approach and Understanding - Environmental Engineering
15
