City of Sunny Isles Beach | RFQ No. 20-07-01 | Continuing Professional Consulting Services (CCNA)
Below you will find a brief synopsis of critical items of
interest that we follow for ALL our Construction Engineering
& Inspection (CEI) projects, pertaining to each scope of work
to be completed.
Roadway Construction and Maintenance projects: Our
proposed staffing is Construction Training Qualification
Program (CTQP) certified in earthwork (1 & 2), asphalt
paving (1 & 2), ACI (1 & 2), drill shaft, pile driving, IMSA, final
estimates (1 & 2), and QC manager as well as many others.
Asphalt and Paving: The team proposed by CGA is certified and
has extensive experience with milling, resurfacing, roadway
reconstruction, earthwork testing, utility adjustments and
pavement markings. The team will hold a pre-paving meeting
to review the specifications and plans requirements to ensure
compliance with contract documents. Review the asphalt
QC plan prior to paving, temperature testing is performed,
asphalt tickets collected, milling depth checked, cleanness
of milled surface prior to tack application, track asphalt and
tack application rates, quantities and ensure QC logs are
submitted within 48 hours. Perform cross slope checks and
a rolling straight edge to ensure compliance with the Florida
Department of Transportation (FDOT) ridability requirements,
noted deficiencies will be corrected. All VT tests will be
sampled and tested by the CEI team and performed at the
same frequencies listed in the FDOT standard specifications.
Ensure contractor uses track-less tack. CGA understands
the industry’s latest challenges with “tack balls”, raveling
and the use of non-electronic paving machines. The Senior
Project Engineer (SPE) or the Project Administrator (PA)
will be present on the field during the paving operation to
identify issues early and implement corrective measures.
Contractor’s paving machines, checked daily and the CPPR
process followed.
Earthwork: Ensure that all proper testing is performed,
specialized spreadsheets will be used for tracking of the
earthwork quantities, proper documentation in the density log
book, and verification of cross sections are the most major
issues related to earthwork on the project. De-mucking is
another critical operation that can impact time and cost on
a project. Proper tracking of quantities, ensuring complete
removal of the muck and proper disposal are key issues. CEI
team and the contractor will agree on cross sections prior to
backfilling to avoid delays and claims. The PA will perform QA
checks on the Density Log Book on weekly basis, conduct a
preearthwork meeting, three way calibration test and material
source verified.
Drainage: Our team will conduct a pre-activity meeting
prior to construction to discuss the contractor’s approach
and the requirements set forth in the contract plans, the
FDOT standard specifications and the FDOT standard index.
Timely submittal and review of shop drawings will be
critical expedite the material procurement process and help
expedite construction. Ensure that all filter fabric, bricks,
mortar and coarse aggregate is certified and sampled prior
to the installation of any drainage structures. Adherence to
elevations is essential to ensure proper drainage. Ensure
proper stamping and certification of drainage structures prior
to submittals and installation. No structure will be installed
without submittal of delivery ticket and proper certification.
Project Approach and Understanding - Construction Engineering and Inspection (CEI) Services
16
