<br /> TAB D – Approach and <br />Understanding <br />RESPONSE TO REQUEST FOR QUALIFICATIONS FOR <br />Continuing Professional Consulting Engineering Services-Environmental Engineering <br />#BID 20-07-01 <br /> <br />1 <br />PROJECT APPROACH AND UNDERSTANDING <br />Formerly as EE&G Environmental Services, LLC, the management and staff of Gallagher Bassett Services, Inc. (GBSI) has <br />developed a thorough knowledge and appreciation of environmental engineering and consulting requirements. GBTS <br />Project Managers and Professionals fostered meaningful professional relationships, throughout its 30+ years, with all <br />levels of personnel, worked with administrations, County, City, and Government personnel, and we believe we have <br />developed a comprehensive understanding of the needs, goals and objectives as they relate to the City’s Scope of Work. <br />While we understand that new leadership may introduce new goals and objectives, we believe that GBTS can modify <br />our approach to enhance those ideas, and provide positive suggestions that may in fact remove environmental <br />obstacles, while preserving the institutional knowledge we have gained from the past, creating a long-term working <br />relationship with the City of Sunny Isles Beach. <br />Vision / Ideas <br />GBTS prides itself in being able to provide excellent project management and customer service to all our clients, <br />whether big or small. This has been one of the keys to the firm’s success and longevity throughout the Southeast <br />United States. We were built around the philosophy of providing quality responsive services at fair and reasonable <br />prices. Our commitment to delivering superior services is evidenced by our many successful long -term client <br />partnerships as shown behind TAB F., e., “Past 5 years of executed similar services” for local municipalities. At GBTS, <br />we are committed to helping our clients reach their goals while achieving compliance with environmental, health and <br />safety regulations. As these regulations change, GBTS is at the forefront, providing our clients with the knowledge and <br />tools they need to be successful. <br />Innovative Concepts <br />GBTS is customer-focused, identifying and resolving clients’ needs throughout the life of the process. Below are a few <br />value added concepts we can contribute to improve environmental compliance and better manage environmental <br />risks, liabilities, and costs: <br />• Compliance Audits: Preventing environmental contamination before it occurs is the most cost-effective approach <br />to environmental management. GBTS has long recognized the value of environmental compliance audits for <br />limiting liabilities; reducing enforcement actions, insurance and waste management costs; and even improving the <br />efficiency of an operation. GBTS personnel have extensive experience performing compliance audits at commercial <br />and industrial facilities. Compliance audits involve an assessment of a facility’s overall waste management, <br />housekeeping, and industrial hygiene practices relative to applicable regulations. Compliance audits provide an <br />opportunity for the owner to take corrective actions on their own without the complexities, costs, and delays of <br />government oversight. <br />• Pollution Prevention Plans: Pollution prevention plans focus on reducing the owner’s costs of achieving important <br />environmental goals, and emphasize the development and implementation of “best management practices” that <br />help to reduce the potential for releases to occur, thereby, reducing the liability associated with waste <br />management and disposal. <br />• Environmental, Health & Safety (EH&S) Management System: Many successful organizations develop EH&S <br />Management Systems that detail specific roles, responsibilities and requirements for ensuring compliance with
