RESPONSE TO REQUEST FOR QUALIFICATIONS FOR <br />Continuing Professional Consulting Engineering Services -Environmental Engineering <br />#BID 20-07-01 <br /> <br />2 <br />EH&S rules and regulations, as well as the specific processes and verification steps needed to document <br />compliance. Once completed, EH&S Management Systems often result in the identification of unnecessary or <br />redundant processes and the identification of inadequate or under-funded processes. The EH&S Management <br />System often provides the budget justification needed to support these needs. <br />• Capital Projects Budgeting Assistance: As part of on-going environmental support, GBTS can assist the City with <br />the identification of and budgeting for long-term capital projects (e.g., UST upgrades). This support will help <br />ensure that future critical needs are met within appropriate budget authorizations. <br />Understanding the Scope of Services <br />Based on our review of the RFQ, we understand that the City will require general types of professional environmental / <br />engineering services related to the continuing contract. Our GBTS TEAM has this extensive experience and are <br />prepared to address all the City’s needs as requested. The following will define the services our Team believes will best <br />meet the criteria of the City’s Scope of Work. <br /> <br />GBTS has extensive experience in the Brownfields arena, and believes this may provide a huge upside in attracting <br />redevelopment stakeholders, grant funding, and positive economic development to depressed areas of the City. The <br />following are four examples of previous client preliminary recommendations, all of which GBTS could provide <br />meaningful guidance and management to the City. <br /> <br />1. GBTS has experience in assisting municipalities in the designation process. <br />2. Research State and Federal Grant sources, and identify potential private-public partnerships to enhance funding <br />opportunities. GBTS has successfully assisted municipalities and private stakeholders in obtaining Brownfields <br />Grant funding from both EPA and FDEP. <br />3. Develop a series of economic incentives (coordinated with local CRA and CED agencies), along with State and <br />County agencies, which would attract stakeholders to relocate, redevelop, and revitalize blighted areas of the City. <br />GBTS has participated in numerous stakeholder workshops and can work with City representatives to strengthen <br />relationships and identify new (yet proven) ideas for enhancing the overall community redevelopment and <br />economic development of the City. <br />4. As part of on-going environmental support, GBTS can assist the City with the identification of and budgeting for <br />long-term capital projects (e.g., UST upgrades). This support will help ensure that future critical needs are met <br />within appropriate budget authorizations. <br />Phase I and Phase II Environmental Site Assessments are performed by a team of experienced environmental <br />specialists and under the supervision of Environmental Professionals (and licensed professionals when required) to <br />assure accurate, high-quality deliverables. GBTS has extensive experience in the environmental consulting industry <br />and provides services to a wide range of clientele, including local, state, and federal government agencies, military <br />services, and private individuals / corporations. We specialize in the following main areas: <br />REAL ESTATE ASSESSMENTS <br /> Property Transaction Screening Process (TSP) Assessments <br /> Phase I Environmental Site Assessments (ESA’s) <br /> Phase II Environmental Site Assessments (ESA’s) <br /> Property Cleanup and Remediation Design, Budgeting, and Implementation <br />PETROLEUM, HAZARDOUS SUBSTANCE AND WASTE CONSULTING <br /> Site Assessment and Remediation (Soil, Groundwater, Vapor and Surface Water) <br /> Source Removals / De Minimis Cleanups / Interim Remedial Action (IRA) Plans
