RESPONSE TO REQUEST FOR QUALIFICATIONS FOR <br />Continuing Professional Consulting Engineering Services -Environmental Engineering <br />#BID 20-07-01 <br /> <br />9 <br />methods of invoicing, which can be customized using a report writer function to client’s specific requirements. Using <br />this tool, GBTS Project Managers are able to effectively manage project costs, make decisions prior to project <br />completion and take appropriate corrective actions if budgets may potentially be exceeded. Routine evaluation of <br />actual project costs versus the budget significantly reduces the possibility of project budget overruns and scope of <br />service changes. <br /> <br />Schedule Control <br />Adequate control of project scheduling depends on preparation of a detailed scope <br />of work that includes a project schedule and key project milestones. GBTS believes <br />strongly in the phrase: “Do not over-commit, and therefore under-perform”. Our <br />project schedules are developed with reasonably achievable time frames, ta king into <br />account the needs of the client. GBTS’s schedule control is accomplished by carefully <br />planning the project, measuring performance against the plan, evaluating corrective <br />actions as needed, and communicating with the project team and client timely. GBTS <br />plans every task and subtask of the project, carefully evaluating resources and <br />scheduling. The schedule will be planned based on client's needs and requirements. <br />The planning procedure anticipates problem areas, allowing for contingency plans to <br />be developed. Also, the use of pre-qualified subcontractors, who have executed an annual Subcontractor Agreement <br />with GBTS allows for rapid deployment once a task order has been issued, thereby increasing our responsiveness to <br />the client. Staff and equipment are assigned in advance. <br /> <br />Deliverables <br />Written deliverables, including correspondence, reports, meeting minutes, etc. will be <br />reviewed by a second senior, qualified professional prior to delivery to any outside party. <br />This senior peer review is required in order to ensure that a second pair of qualified eyes <br />has reviewed all documents that go outside of company walls. Deliverables that are <br />prepared for litigious projects will be reviewed by the Senior Technical Advisor in addition <br />to the Project Manager review. Correspondence will have two signatures, preferably the <br />author and the reviewer. <br />Draft documents are considered by GBTS to be final documents, with respect to quality <br />and completeness. Draft documents are to represent our best written and drafted effort, <br />and not be missing key elements, unless otherwise requested by a client. Once draft <br />documents are finalized, all drafts and edits pertaining to draft s shall be discarded from <br />the hard copy and computer files. <br />Work performed in preparation for deliverables requiring the seal of a registered professional must be conducted <br />under the supervision of the registered professional. <br /> <br />Quality Control / Assurance Plan (QAP) <br />The GBTS Quality Assurance Program (QAP) was developed to set forth basic procedures for maintaining the high <br />quality of GBTS work. While a necessary step, the end -of-project review, plan check, and / or final edit does not <br />substitute for an overall project program that incorporates regular reviews of in -progress work. Quality work products <br />are created when all team members focus on the achievement of quality in each project task.
