BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) The Design-Build project includes the design, widening and reconstruction of SR 821 (HEFT) from North of SW 40th St. (Bird Road) to SR 836 (Dolphin Expressway), in Miami-Dade County, Florida. The project includes widening the HEFT to include 3 general purpose GP lanes and 2 express lanes in each direction in addition to auxiliary lanes; Completion, widening and/or replacing of 9 bridges; access to the new express lanes; Construct operational and safety improvements at several Interchanges; modifications to the existing toll gantry; and Installation of new toll gantries, tolling infrastructures and toll facilities. The project also includes installation of CCTV poles, CIP Walls, Signal Mast Arms, Noise Walls and Overhead Signs. Previous geotechnical studies were performed for roadway, bridges, and retaining walls and the geotechnical data from these reports were evaluated and <br />utilized in the design. TSF performed Geotechnical field studies which included SPT borings to supplement the existing geotechnical data, auger borings, muck and plastic delineation and additional pavement cores. Visually classified and stratified soil samples in the laboratory using the Unified Soil Classification System (USCS) and performed laboratory testing to establish the soil properties which included grain size analysis, moisture content and organic content determination, Atterberg limit tests and corrosion tests. Prepared soil parameters for Brom’s Method and FB-MultiPier analysis for the Noise Wall foundation design; slope stability analyses; Reviewed readily available published topographic and soils information obtained from the “Soil Survey of Miami-Dade County Area, Florida” published by the United States Department of Agriculture (USDA) Natural Resources Conservation Services (NRCS) maps. Performed geotechnical engineering analyses and evaluation for the proposed bridge foundations and MSE retaining walls. For the roadway widening, provided Geotechnical evaluations and recommendations reagrding Treatment of Organic soils and Silt; Permanent Cut and Fill Slopes; Excavations; Groundwater Control; Utilities; Resilient Modulus Test Results for Pavement Design; Pavement Design Considerations; On-Site Soil Suitability; Slope Stability for High Embankments; and Construction Considerations. For the installation of the CCTV poles, CIP Walls, Signal Mast Arms, Noise Walls and Overhead Signs, toll gantries and toll equipment buildings, Provided Geotechnical Engineering Study/Evaluation Reports which summarized the field and laboratory data generated, the subsurface conditions encountered and provided geotechnical evaluations and recommendations reagrding Foundation Design and Construction Considerations; design of Toll Gantry Structures and Toll Equipment Buildings; Excavations; Groundwater Control; Bearing Capacity of CIP Wall along North Side of SW 8th Street; and Global Stability of the Existing Buckhead Walls along North Side of SW 8th Street. TSF is currently providing Bridge Pile Inspections; Auger Cast Pile Inspections; Drilled Shaft Inspections; Spread Footing Inspections; Vibrocompaction Inspections and Foundation Certifications for the Heft Widening project from Bird Road to SR 836 in Miami-Dade County, Florida. TSF’s scope of services include review of dynamic pile load tests (PDA); Review of production pile length and pile driving criteria letters from test pile program and provide concurrence; Review Pile Installation Plan, Auger-Cast Pile Installation Plan, and Drilled Shaft Installation Plan and provide concurrence letters; Attend Preconstruction Meeting for Piles, Auger-Cast Pile, Drilled Shafts, and Spread Footings. TSF’s inspectors are providing CTQP production pile inspections; CTQP drilled shaft inspections for bridges, gantries, overhead sign structures, and signal structures; and Auger Cast Pile inspections for sound barrier wall foundations. A TSF Senior Geotechnical Engineer is providing review of pile, drilled shaft, auger cast pile and spread footing installation records, grout break test results, and CSL/integrity test results for foundation certification. Additional geotechnical field study included Pilot hole/SPT Borings and Pilot Hole Report. Also providing Foundation certification package issuance for spread footings for bridges, piles, drilled shafts, and auger cast piles. <br />The project was completed on time and within budget in 2019 25.
