11 <br /> to the individual project work authorizations. <br /> KEITH will provide a draft written scope, schedule, and budget <br /> for the work authorizations to the City within five (5) business <br /> days of the scoping meeting and be prepared to negotiate the <br /> scope and fee through the City’s negotiation process. <br /> KEITH will provide a final written scope, schedule, and budget <br /> within two (2) business days of receipt of agreed upon comments <br /> on the draft scope following successful negotiations. It is <br /> important to note that the KEITH team has successfully <br /> negotiated many projects with a minimum number of <br /> negotiation sessions to meet the requirements of the City <br /> Commission directives concerning minimizing the negotiations. <br /> We have done that by entering the negotiation process with <br /> reasonable fees so that one (or two if needed) negotiation <br /> sessions are ample to complete the scope and fee process. <br />KEITH has the ability and staff capacity to begin work with <br />minimum notice and will initiate work immediately upon formal <br />Notice to Proceed or as needed <br />by the City. <br />KEITH’s approach to this <br />contract includes Quality <br />Responsiveness and Skilled <br />Management combined with <br />the technical ability and level <br />of experience that will provide <br />superior service to the City <br />of Sunny Isles Beach. We <br />are extremely proud of our <br />accomplishments as a local <br />business and truly believe our <br />commitment and dedication to <br />the success and progress of our <br />cities makes us the best choice <br />for the Continuing Professional <br />Consulting Services (CCNA). <br />TAB D - PROJECT APPROACH & UNDERSTANDING <br />The Client Service Managers and/or Project Manager will discuss the <br />goals and objectives for each project with the City to understand the <br />scope of work, level of detail and the applicable technical standards <br />that need to be met for each assignment. <br />Constant Project Supervision and Communication: Quality is <br />achieved by conveying the scope and special instructions to the <br />office and field staff together with regular reviews of their continued <br />work effort and progress. <br />Active Senior Management: Quality is assured by the Senior <br />Management establishing realistic schedules and providing the <br />proper technical directions to the team assigned. Plan omissions are <br />typically the greatest challenge in any QA/QC program, and they <br />are best identified in a review by experienced senior staff members. <br />Senior staff also provide the independent reviews of the processes, <br />procedures, and project documentation to provide the required <br />deliverable to the City. <br />Formal Quality Reviews: Quality of the deliverables and the <br />procedures is verified by the KEITH QA/QC Officer, Mr. James <br />Theile, PE. A final check of the deliverables is performed by the <br />Project Manager and the QC Professional on every project prior to <br />submission to the City. <br />FAST TRACK | EFFICIENT WORK ORDER <br />PROCESS <br />Regardless of the project site, scale, or schedule, KEITH commits the <br />necessary resources and quality personnel to complete the work <br />orders. Our experience has provided a thorough understanding of <br />the myriad of project issues that may arise when executing fast-track <br />work orders on contracts requiring on-call engineering services. <br />The KEITH team, with its senior level, proactive management, and <br />continuous quality control measures, has proven to be a team that <br />can successfully perform on this consulting services contract for the <br />City of Sunny Isles Beach. <br />KEITH proposes to maintain the process that has been followed <br />for each work authorization based on similar types of experiences, to <br />assure continued timely response to Sunny Isles Beach’s needs, which <br />involves a close working relationship with the utility representatives, <br />permitting agencies and other key stake holders. <br />This process, and the timeline to which the KEITH team commits, <br />is as follows: <br /> Our Client Managers and/or Project Manager will meet in person <br /> or via telephone with City’s Project Manager or representative <br /> within one (1) business day of the initial scoping meeting <br /> request, to discuss scope, schedule, and budget issues related
