12 <br />KEITH’s designers work daily with the Florida Building <br />codes, having current working relationships with most <br />building permit services in municipal jurisdictions in <br />South Florida. KEITH’s professional engineers have <br />taken the advanced building code courses prescribed <br />by Florida Law. KEITH understands that the Florida <br />Building Code is a set of minimum standards designed <br />to ensure the health, safety, and welfare of people. The <br />code provides ways to make building safer for the public <br />and avoid catastrophic consequences of building- <br />construction failures. The public’s need for protection <br />from failed construction and functional design, including <br />all aspects of the American Disability Act (ADA code), <br />underscores the need for modern codes. Resilient <br />construction reduces property damage from hazards, increases <br />safety and preserves property values. <br />KEITH understands the importance of analyzing the permit <br />requirements at the project scoping phase. The type of project, <br />emergency shelters, fire stations, civic buildings, etc., all have their <br />unique criteria in the building code that needs to be understood at <br />the Project outset. KEITH understands the certification process and <br />time frames required for as-built reviews and final punch list closeouts <br />required to obtain Certificates of Occupancy for properties. We <br />work closely with the project team to understand the timeframes, <br />resulting in projects being delivered on time. <br />CONSTRUCTION COST ESTIMATES <br />KEITH understands that successful projects often rely on realistic <br />budgets to achieve the desired goal and services upon client time <br />frames. The KEITH Team will compile and analyze data on all factors <br />that can influence construction costs, as we realize the importance <br />of client needs and respond accordingly. We undertake design <br />estimates, constructability reviews, and schedule analysis as the <br />project evolves through various phases of design. At each phase, we <br />evaluated potential errors, omissions, and document coordination <br />problems that may impact cost and time. <br />Estimates will be based upon submitted documents by <br />the engineer or architect. Various meetings with the team will <br />produce additional technical information to complete design and <br />TAB D - PROJECT APPROACH & UNDERSTANDING <br />AVAILABILITY <br />KEITH has historically completed projects ahead of <br />schedule and within budget parameters. Our hands-on <br />project approach and dedicated team, as described in <br />previous sections, has proven their ability to control the <br />design process, expedite the permitting process and <br />move quickly into construction. Our budgets are based <br />on historical costs for similar projects and estimated <br />levels of effort anticipated for each individual project. <br />Combining our local knowledge and input on the <br />elements needed to plan and execute the project, we <br />are confident the project can be completed within the <br />time and budget allotted. <br />PERMITTING PROCEDURES AND BUILDING <br />CODES <br />The “Permitting” portion of our team’s project approach is crucial to <br />the project schedule and this coordination is key all the way through <br />the project, and even through project close-out. We are aware <br />that most regulatory agencies are busy and even overworked. As <br />a result, our policy is to “get it right the first time”. We understand <br />what the local and state agencies are looking for, and we provide <br />them with quality complete designs including the information and <br />documentation that they need, in a format that they are accustomed <br />to, so reviews and approvals can be accomplished without multiple <br />resubmissions. <br />KEITH utilizes a hands-on approach, meeting early in the process <br />with all regulatory agencies to discuss the proposed planned <br />concepts and assess the issues relative to their approval process. <br />For utilities projects, the time required for permitting can represent <br />a major utility portion of the overall design time and will thus need <br />to be tightly managed. KEITH will be responsible for acquiring/ <br />compiling all necessary permit information. These materials will be <br />packaged and submitted to the City’s Project Manager. Permit status <br />will remain an agenda item for each coordination meeting. <br />We are very familiar with the requirements of governmental <br />agencies. For any design project, it is important to be proactive on <br />the necessary permits to avoid any potential delays and to continue <br />project momentum. <br />KEITH provides a stellar <br />reputation with these agencies <br />of good design practices, <br />accountability and extensive <br />experience with project <br />permitting and approvals. <br />As we have proven on recent <br />significant utility projects, KEITH <br />has routinely and expertly <br />navigated and substantially <br />expedited the permitting <br />process of our projects through <br />multiple jurisdictions and <br />agencies providing a substantial <br />cost savings benefit to Miami- <br />Dade County. We will also <br />identify any critical long lead <br />time items that the City may <br />wish to procure in advance of <br />the construction projects. This <br />approach will ensure that some <br />items are procured to facilitate <br />project completion and delay <br />avoidance, as applicable.
