9 <br />TAB D - PROJECT APPROACH & UNDERSTANDING <br />Our approach to this management plan is one that has proven <br />successful with our projects spanning the decades. We will schedule <br />all meetings in coordination with City staff, conduct the meetings, <br />provide agendas and meeting materials, record and submit minutes <br />for review/approval and then distribute those minutes to the <br />appropriate parties. <br />KEITH will establish clear lines of communication and review <br />procedures among team members to ensure the continuous and <br />timely flow of work in the planning and design phases. We will work <br />closely with staff from the City’s departments to ensure that each <br />project’s scope and objectives are well understood. <br />Based on the scope of each individual work authorization, KEITH <br />and the team will develop a project schedule to sequence key <br />activities associated with and required for the successful design of <br />the project. By carefully scheduling and sequencing activities, key <br />elements of the work authorization may be performed in a sequential, <br />but staggered manner to expedite delivery of the work authorization <br />while ensuring all issues and concerns are properly addressed. An <br />example of this would be that a certain level of general planning <br />and conceptual design consideration of alternative solutions and <br />interviews with authorities having jurisdiction, may be undertaken <br />while site inspections and surveys of existing conditions at a site or <br />facility are underway. <br />PROJECT EXECUTION AND CONTROLS <br />“Plan. Measure. Manage. Execute.” – Those are the critical tasks of <br />Project Execution and Controls. The elements of Project Controls <br />are: <br /> Schedule Control <br /> Cost Control <br /> Quality Assurance/Quality Control <br />The KEITH team will provide experienced Senior Project Managers <br />and Engineering personnel with extensive project controls and <br />experience to properly reflect the size and pace of the work. <br />Schedule Control <br />While all work authorizations must be executed in a quality fashion, <br />it is critically important that they are also performed responsively, <br />in accordance with the City’s schedule and budget objectives. <br />The depth of staff on this team of consultants, both in number <br />and experience, will permit us to satisfy these work authorization <br />assignments for the City on this contract without sacrificing quality <br />or responsiveness. <br />Our ability to work in close coordination with City staff, contractors <br />and other consultants will result in projects being completed on <br />time and within budget. We have found great success utilizing an <br />approach that has led to effectively identifying problems and quickly <br />defining solutions. This approach, coupled with our experience and <br />knowledge, offers the City of Sunny Isles Beach the opportunity <br />to minimize cost overruns and project delays. Developing and <br />managing the schedule to deliver the project will require accurate <br />project scopes and cost estimates. Also critical are reasonable <br />construction time projections and contract time requirements. As <br />your Consultant, the KEITH team will: <br /> Prepare a realistic and achievable project schedule, which <br /> reflects the project’s funding constraints. The schedule will <br /> be complete, allow room for contingencies, and focus on what is <br /> important to the City to deliver on commitments at key <br /> milestones. <br /> Develop accurate and complete project scopes and cost <br /> estimates that will be reviewed, as required, including such <br /> incentives as may be appropriate and justifiable. This includes <br /> provisions to build in upgrades and upgradeability for rapidly <br /> changing technology. <br /> Monitor progress periodically as required and minimize delays <br /> of any kind. This requires preventing foreseeable delays, <br /> mitigating delays from unforeseen sources, and reversing <br /> or recovering from delays that may arise from unforeseen <br /> circumstances. <br /> Establish a process to review and properly assign responsibility <br /> for any increase in project delays. Establish a mechanism for <br /> prompt resolution and payment (i.e., including alternative <br /> dispute resolution procedures). <br /> Arrange for task-oriented team “workshops” as required to <br /> review the work and schedule aimed at enhancing efficiency (i.e., <br /> by enhancing productivity, optimizing schedule overlaps, <br /> reducing work, value engineering, and the like). <br />By using these standard procedures, KEITH will deliver your <br />projects on time and on budget. <br />Cost Control and Cost Estimates <br />Two factors weigh into a successful overall project cost control <br />initiative: controlling the cost of the construction by providing <br />efficient and practical designs (“value engineering”) and controlling <br />the cost of the design effort itself.
