WORK ASSIGNMENT DELIVERY <br />Osborn Engineering has developed a standard operating <br />procedure (SOP) for delivery of projects from inception <br />to completion. This standard will be followed to perform <br />work assignments under this contract. <br />Osborn SOP - Work Assignment Preparation <br />Duringthe initial delegation of work assignmentfrom the <br />City Manager, the Osborn Project Managerwill be in direct <br />contact with the City Manager to assess the scope and <br />identify the primary discipline for each work assignment. <br />An Engineering Lead will then be designated to manage <br />the work assignment. <br />The Engineering Lead will be responsible for the <br />management of deliverables and successful completion <br />of the work assignment. Together the Project Manager <br />and Engineering Lead will work with the City Manager <br />to clarify any scope items that may need additional <br />details. The Project Manager and Engineering Lead will <br />then assemble a work assignment team containing the <br />necessary disciplines from professionals at Osborn or our <br />team of sub -consultants. <br />The Project Manager will develop a man-hour tabulation <br />of all disciplines involved and work with the City Manager <br />to determine a schedule with deliverable milestones and <br />internal quality assurance review periods. The Project <br />Manager will deliver the man-hour tabulation, schedule <br />and a not -to -exceed budget proposal to the City Manager <br />for review and written approval. The work assignment <br />preparation will follow the Osborn Standard Operating <br />Procedures format as outlined below: <br />Osborn SOP - Task Order Preparation <br />• Review RFP and Proposal with Client <br />• Negotiate Scope, Hours, and Fee <br />• Review Revised Scope/Hours/Fee <br />• Reconcile Scope/Hours/Fee with Client <br />• Contract Review <br />• Execute Work Assignment Purchase Order <br />RFQ 20-07-01 CONTINUING PROFESSIONAL CONSULTING SERVICES <br />Osborn SOP - Project initiation <br />Upon approval of the proposal and assignment of the <br />task order, Osborn will hold an internal kick-off meeting <br />with key personnel. Critical path design elements will <br />be discussed and recorded in the project schedule. The <br />team will cover standards for design elements, expected <br />deliverables, communication standards and expectations. <br />Regular monthly status meetings will then be scheduled. <br />Anticipated applicable permits will be addressed during <br />the kick-off meeting and milestones will be added into the <br />project schedule with anticipated review times. <br />Once the Assignment Work Plan has been developed <br />with disciplines, permits, schedule and communication <br />parameters established, the Client kick-off meeting with <br />the City Manager will be scheduled to finalize the project <br />approach and work plan with the Osborn Team.
