BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />RJ Behar was contracted by the City of Hialeah to assist with the preparation of the <br />stormwater assessment program, as required by the Municipal Separate Storm <br />Sewer System Permit that was issued June 30, 2016. This permit covers all areas <br />located within the political boundary of the City of Hialeah that is served by the MS4 <br />owned or operated by the City. The permit requires the preparation of an <br />Assessment Program. This Assessment Program is to be submitted to the Florida <br />Department of Environmental Protection in fulfillment of Part V.B of the MS4 Permit. <br />The purpose of this assessment program was to provide information for the City of <br />Hialeah to determine the overall effectiveness of its Stormwater Management <br />Program (SWMP) in reducing stormwater pollutant loadings from its Municipal <br />Separate Storm Sewer System (MS4) to receiving water bodies. <br />The scope of services included the following steps: <br />a. The preparation of a water quality monitoring plan intended to identify local <br />sources where urban stormwater is adversely affecting surface water <br />resources. The testing was done by Miami-Dade County under an Interlocal <br />agreement. <br />b. The preparation of an estimate of pollutant loadings/evaluation of existing <br />data. <br />c. Preparing a description of how the data from the monitoring program and the <br />estimate of pollutants will be used to: <br />(1) evaluating trends in pollutant loadings from the MS4 and in water quality; and <br />(2) identifying portions of the MS4 which can be targeted for loading reduction/corrective action with additional pollutant <br />reduction measures. <br />d. Preparing a report that included items a, b and c above. <br />e. Submitting the report for review by the City and after approval, submitting the report to the FDEP and addressing any <br />comments from FDEP and provide a Final Assessment Program. <br />The monitoring plan follows the recommendations provided in the Florida Department of Environmental Protection (FDEP) Guidance <br />for Preparing Stormwater Monitoring Plans as Required for Phase I Municipal Separate Storm Sewer System (MS4) Permits. <br />As a continuation of the task RJ Behar completed: <br />a. Update of the Assessment Program <br />b. Prepared two Public Education and Outreach Presentations for Illicit Discharges and Use of Pesticides. <br />c.
