(E&R) is an engineering ﬁ rm with extensive resources capable of handling all project construction phases from pre-construction through construction and post-construction services. A Florida headquartered ﬁ rm, E&R was founded in 1985 with a business philosophy and a mind set to provide high-quality planning, engineering and construction management services to meet the needs of the markets we serve. E&R has developed a strong local presence in South Florida, forging solid business relationships and partnerships with state, regional and local transportation agencies, utility authorities and regulatory and environmental agencies, creating an unparalleled reputation for delivering what we promise while exceeding our client’s expectations. The E&R team possesses all the qualiﬁ cations and experience required by the City of Sunny Isles Beach in a Continuing Professional Services Contract for Construction Engineering & Inspection (CEI) services. In addition to being prequaliﬁ ed by the FDOT to provide the required services, E&R is authorized and licensed by the State of Florida to perform every construction engineering inspection cat- egory from minor roadway to complex bridges. E&R currently has 15 ofﬁ ces in the state, including several in South Florida, with a total full-time staff of over 174 full time employees and 24 licensed Professional Engineers. In addition to our experience in the design and construction administration of roadways and bridges, E&R has extensive experience in environmental permitting related to Water Man- agement District environmental resource permits, FDOT roadway work, utilities and stormwater systems, US Army Corps of Engineers (USACE) dredge/ﬁ ll permits and jurisdictional determinations, FDEP water and sewer permits and certiﬁ cations, and South Florida Water Management District (SFWMD) permits. PROPOSED PERSONNEL The organizational structure established for this type of contract is speciﬁ cally tailored to maximize efﬁ ciency and effectiveness while closely controlling budgets and schedules. E&R team members have all the required technical education and training to perform CEI services. Our staff is qualiﬁ ed in asphalt paving, concrete paving, earthwork, stormwater, maintenance of trafﬁ c, pile driving and drilled shafts (refer to CTQP Matrix on the next page). Most importantly, the E&R team shares a common focus on timely and cost effective deliv- ery of high-quality work as proven in our AASHTO People’s Choice Award-winning Eller Drive & ICTF Overpass Project in Broward County, led by our proposed Senior Project Engineer/ Proj- ect Manager, Ido Shimony, PE. For this continuing services contract, we commit our Senior Project Engineer, Ido Shimony, PE who recently served as Project Manager of the now complete 6-year similar miscellaneous CEI ser- vices contract for the City of Hallandale Beach. He was responsible for managing multiple tasks in a wide variety of disciplines, including survey, envi- ronmental studies, historical evaluations and CEI. Ido will be supported by a team with a long history of working together and an extensive knowledge and expertise in CEI. We understand that you need an inspection team who can perform with little to no oversight and will serve as an extension of the City’s Public Works Department. We have the technical expertise to handle the issues that the pedestrian bridge projects, for example, may encounter.
