Page 7 <br />TAB D: PROJECT APPROACH & UNDERSTANDING <br />RFQ: 20-07-01 Continuing Professional Services - Construction Engineering & Inspection (CEI) <br /> •Construction Phasing/MOT Review – Traffic control and construction phasing can add a tremendous cost to a project. Our <br />team’s review focus is to reduce the impact of each construction project on the traveling public while increasing safety. In <br />certain scenarios combining construction phasing will provide a valuable cost savings to the City. <br /> •Utilities - Coordinate the work with utility companies to eliminate impact on the construction schedule. <br /> •Remote Office – E&R inspectors are fully equipped and mobilized in their vehicles. They are connected remotely through Inter- <br />net with laptops, on-board printers, radios and cell phones and testing equipment. This will eliminate the need for inspectors to <br />meet in the office to discuss an issue. A photo can be taken and emailed to the Project Manager for immediate resolution. <br />QUALITY ASSURANCE / QUALITY CONTROL <br />An internal Quality Control/Quality Assurance plan that is performance-driven and consistently implemented ensures a high standard of <br />professional work and an assurance of comfort to the City of Sunny Isles Beach in our abilities to perform the required services. The QA/ <br />QC will be an ongoing daily process implemented at every level, from management to inspection staff. <br />FDOT “Critical Requirement” and “Quality Assessment Guide Lists” are solid tools to obtaining a consistent application of review for com- <br />pliance with the plans and specifications. The FDOT Construction Project Administration Manual (CPAM), specifically Section 3.2 Quality <br />Control, is another tool implemented in our QA/QC process. <br />The E&R team fully understands its responsibility for construction management, engineering, inspection and testing. As we have done in <br />the past in managing CEI services, we will continue to ensure that construction of each project is in reasonable conformity with the plans <br />and specifications and contract provisions. <br />The E&R QA/QC team has significant construction experience and will provide a consistent product throughout each job assignment. <br />Our plan is to set in place an internal Quality Assurance Program (QAP) that will provide the overall structure, policies, and procedures <br />necessary for the successful execution of each project. The QA/QC team, led by Dan Foss, PE will conduct intermittent project reviews <br />on a quarterly basis to ascertain contract compliance. <br />Once the quality review document is finalized, our QA/QC team will submit a report to the City’s Project Manager that will outline any <br />substandard performance area requiring corrective action. The same report will be submitted to Ido Shimony, PE, Sr. Project Engineer, <br />who will see that the recommended corrective action is performed within ten working days. Once corrective action is achieved, the QC <br />team will submit an updated report documenting the corrective action taken and submit it to the City’s Project Manager with file copies <br />maintained in our quality assurance records.
