Page 6 <br />TAB D: PROJECT APPROACH & UNDERSTANDING <br />RFQ: 20-07-01 Continuing Professional Services - Construction Engineering & Inspection (CEI) <br />• Measurement of Pay Item Quantities – Pay item quantities will be measured daily and tracked regularly. Discrepancies in pay <br />item quantities are reconciled before each monthly estimate. <br />• Contract Administration – Our Senior Project Engineer conducts bi-weekly meetings involving contractors, utility owners and City <br />staff. We resolve problems that arise in the fi eld, manage changed fi eld conditions and respond to any claims that the contrac- <br />tor may submit. It is our goal to be proactive and avoid claims by looking ahead and identifying potential confl icts before they <br />impact the contractor’s schedule. <br />• Critical Path Method (CPM) reviews – We track the CPM schedule during construction, paying particular attention to the criti- <br />cal path. If the contractor falls behind schedule, we communicate our concerns to both the City and the contractor and offer <br />suggestions to get the project back on track. Our team will review the schedule for logic fl aws that would result in costly time <br />overrun. <br />Post-Construction – After construction is complete, we perform all necessary closeout activities, deliver the fi nal estimate package, <br />coordinate with maintenance, and provide all other project deliverables within the required timeframes. We also commit to being available <br />to resolve ongoing disputes that may extend beyond the construction contract and bring them to resolution. <br />• Final Estimates – After fi nal acceptance, we deliver a precise and accurate fi nal estimate to the City. Any discrepancies are <br />reconciled with the contractor prior to submittal of the fi nal estimate package. <br />Documentation – The E&R team provides thorough and accurate documentation on all construction projects. We have developed pro- <br />grams, forms, and procedures to maintain a detailed account of project events. Below is a partial list of the documentation we maintain: <br />• Controlling Item of Work Plan – Submitted by contractor and reviewed by the Project Administrator. <br />• Daily MOT Inspection Report – Reviewed for completeness and accuracy. <br />• Daily Safety Report – Reviewed for completeness and accuracy. <br />• Daily Reports – Daily events, activities, pay items and quantities, work effort, and all other pertinent information are recorded on <br />the Dailies. <br />• Correspondence Logs – Correspondence is scanned, organized and logged for easy retrieval. <br />• Drawing Control Log – Shop drawings are tracked from initial submittal to fi nal approval. <br />• RFI Log – We maintain the Request for Information (RFI) log for issues requiring a formal RFI. Like the Issues Log, it tracks the <br />length of time an issue is outstanding and the person responsible for each issue. <br />• Photographs & Video – A digital media log is maintained to document job progress or unique issues. Pictures and videos are <br />taken at regular intervals before and during construction. <br />• Engineer’s Cost Estimate – Provides detail for costs associated with extra or unforeseen work. <br />• Density Log Books – Ensure compaction is performed in accordance with Specifi cations. <br />• Time File – Tracks contract days, time extensions, weather days, etc. <br />INNOVATIVE APPROACHES & TECHNIQUES TO SAVE TIME & MONEY <br />The E&R team members have implemented fundamental cost control procedures to save time and money on CEI projects. Clear com- <br />munication and a proactive approach is the basis for our ability to control time and budget. The key administrative tools for controlling <br />time and budget include: <br /> •Local / Flexible and Multi-trained Staffi ng – All of the E&R team members are locally headquartered in South Florida and main- <br />tain a staff of over 125 CEI personnel. Because of our ability to fl oat personnel between multiple projects, we have the ability <br />to consistently staff any City project concurrently and at a moment’s notice. In addition, our inspectors are multi-tasked, each <br />can provide several services (i.e. concrete testing, asphalt materials, bridge, etc.). <br /> •Constructability Review – E&R will recommend to the City alternative solutions in regards to materials and maintenance of traffi c <br />phasing that will improve production and reduce costs (i.e., pipe material, base and subgrade alternatives, asphalt, concrete, <br />curb & gutter, etc.)
