Page 5 <br />TAB D: PROJECT APPROACH & UNDERSTANDING <br />RFQ: 20-07-01 Continuing Professional Services - Construction Engineering & Inspection (CEI) <br />the project area. We address all concerns and discuss the potential conflicts identified in the plans. Relocation of utilities in a <br />timely manner is critical to meeting the project’s schedule and not causing the contractor delays. <br />• Public Involvement – We develop a contact list of the business owners and residents adjacent to each project. We work to main- <br />tain a responsive, effective and positive public information program. We will present a positive public image through coordina- <br />tion with and support for City Engineer and Project Manager. <br />• Adjacent, Active & Anticipated Projects – We will identify adjacent and anticipated state or private projects and establish the <br />proper level of communication to coordinate and identify conflicting activities. This will be achieved by attending project plan- <br />ning and coordination meetings, identifying key players and establishing open communications. <br />Immediately after construction contract award, we interact with the contractor and make preparations for the start of construction. These <br />activities include: <br />• Coordinate with the contractor to determine if there are any questions related to the plans and specifications prior to construction <br />start. We generate RFI’s to the Engineer-of-Record, if necessary. <br />• Coordinate with the City on innovative ideas to save costs and time. <br />Fifteen (15) days prior to project start, we make the following preparations: <br />• Set up office files and computer logs <br />• Set up field books <br />• Conduct the preconstruction conference <br />Construction – When construction begins, the E&R team performs all required CEI duties including: <br />• Safety – Safety is priority number one on every project whether large or small. We will work with the contractor and review safety <br />measures for trucks and equipment entering the work zone. We will also perform safety reviews to include job-site protection <br />and report hazardous conditions to the contractor for immediate correction. Additionally, if tracking of materials occurs, we <br />will request functional soil tracking devices to avoid tracking of material onto adjacent City streets. In addition, our team will <br />monitor the storage of material to ensure it is protected and prevent it from becoming a safety hazard. <br />• Maintenance of Traffic (MOT) Inspection – We will perform periodic inspection of the MOT. Deficiencies are reported immediately <br />to the contractor for correction. <br />• Inspection of Contractor’s Work – Inspectors review the plans, specifications, and standards to ensure that all construction <br />complies with the contract documents. All activities are properly documented on the Daily Report of Construction, and all work <br />items are documented in the appropriate field books, plans, computation book, and log sheets. <br />• Survey Control – The E&R inspection staff has the capability to perform engineering surveys so that spot checks of the contrac- <br />tor’s construction activities can be made and immediate corrective actions can be implemented, if necessary. <br />• Contractor Quality Control (CQC) – Our CTQP personnel are well-versed in the CQC specifications. We will initiate effective <br />support of the contractor’s QC efforts. Our staff will work closely with contractor personnel to assist in issues of clarification, <br />training, reporting procedures and/or analysis. Monthly reviews will be made of all CQC records to confirm that the appropriate <br />testing and controls required are being performed and documented. <br />• Contract Compliance – Our team of qualified professionals will monitor the contractor ’s operations to ensure compliance with <br />plans, specifications and other contract documents. Detailed and accurate records of the contractor’s operations will be <br />recorded. Our inspectors meet with the contractor prior to the end of each shift to ensure agreement and spot check the <br />contractor on all work performed. This allows for items to be resolved quickly at the lowest possible level. Items that cannot <br />be resolved in the field will be escalated within 24 hours to our Project Administrator and Senior Project Engineer for swift <br />resolution. <br />• Environmental Monitoring – Inspectors monitor the contractor’s erosion control practices daily to ensure erosion is controlled <br />during construction. Our inspectors have similar experience and local knowledge in highly sensitive environmental areas and <br />will utilize our in-house digital turbity monitoring equipment and environmental training to ensure that the contractor flags <br />impacted areas and prevent illicit impacts to adjacent wetlands, assuring all water quality measures are at or below permit <br />requirements. The contractor will be informed of any deficiencies and will be advised to correct them immediately.
