Page 4 <br />TAB D: PROJECT APPROACH & UNDERSTANDING <br />RFQ: 20-07-01 Continuing Professional Services - Construction Engineering & Inspection (CEI) <br />• Outstanding Service. We understand the motoring public as well as the adjacent property owners and any businesses <br />which may have high expectations in regards to safety, service and convenience when the City of Sunny Isles Beach under- <br />takes these projects, and our team members commit to meeting their expectations. <br />• Effective Workforce. We have assembled superior team members providing the City of Sunny Isles Beach with industry <br />leaders at every assigned CEI position. <br />• Efficient Project Delivery. Our team members commit to deliver this project within the City’s goals for time and budget <br />through proactive project management focused on resolving issues at the lowest possible level and a collaborative working <br />relationship with the City’s Project Manager, Contractor partners and other stakeholders. <br />• Maximize the Return on Investment. Our team members commit to managing the City’s financial investment in the project <br />in a fiscally responsible manner. Our team members will assist the City representatives in finding ways to do things more <br />cost effectively and returning those savings of either time or money back to the City as our team has done on past projects. <br />• Safety. Safety for the public and the construction team is the number one concern on any construction project. Our safety <br />goal is consistent with the City’s goals that it sets for its personnel and projects. <br />APPROACH TO CEI SERVICES <br />The E&R team has a tailored approach to CEI services with ability to provide assistance on multiple assignments. Our ability to convert <br />a scope of services into an effective work plan is a cornerstone of our past success. As indicated in the Request for Qualifications, the <br />City seeks continuing CEI services inspect and administer projects and ensure construction of the projects is performed in reasonable <br />conformity with plans, specifications and contract provisions. In developing our approach to the Scope of Services for each project, we <br />will review our standard work plan, then modify or emphasize particular work plan elements, customizing it for each specific project. <br />Preconstruction – Immediately upon being assigned a project under this contract, the E&R team begins proper planning to identify <br />specific activities that must take place prior to bidding and construction commencement including: <br />• Constructability Review – We conduct an in-depth constructability review. More than just a plans review, we study the plans to <br />make certain that the project is constructible as designed. We identify issues, omissions and completeness of documents, and <br />we coordinate our review comments with the Engineer-of-Record thus avoid any change orders during construction. <br />• MOT and Safety Review – We review construction phasing to ensure that it is well defined and that safety routes to the traveling <br />motorists are well delineated to progress through the construction zone safely. Minimizing travel delays and increasing safety <br />is our goal. <br />• Bidability Review – We then review the proposed pay items and quantities to ensure that all necessary pay items are included in <br />the plan set. <br />• Bid Tabulations – We review the contractor’s bid tabulations to ensure they are accurate. <br />• Pre-CQC Meeting – We conduct a Contractor Quality Control (CQC) preconstruction meeting with representatives from the City, <br />the verification testing laboratory and the CQC team. This meeting will review CQC specifications, outline testing procedures, <br />establish operational procedures, review responsibilities, exchange all contact information and resolve any questions. <br />• Communication – We commit to communicate verbally and in writing and ensure that project stakeholders are included from the <br />beginning and until a task is successfully concluded. <br />• Partnering – The E&R team is committed to the principles and objectives of partnering in improving communications, increasing <br />trust, managing project goals and expediting decision-making time. <br />• Permits – We ensure that proper permits and provisions are included in the bid documents. <br />• Preconstruction Meeting – We will conduct a preconstruction conference involving the City staff, contractors, utilities, and all <br />other interested parties. During this meeting, our team and the contractor will establish a framework for handling and resolving <br />issue. Subsequent meetings will be scheduled with the individual utilities as may be impacted by the project, as well as any <br />other affected stakeholders. <br />• Utility Coordination – We make contact with all utility owners to become familiar with all activities that are to take place within
