Page 3 <br />TAB D: PROJECT APPROACH & UNDERSTANDING <br />RFQ: 20-07-01 Continuing Professional Services - Construction Engineering & Inspection (CEI) <br />PROJECT APPROACH & UNDERSTANDING <br />CONSTRUCTION MANAGEMENT METHODS & TECHNIQUES <br />Eisman & Russo, Inc. (E&R) has a well-established and success driven Construction Engineering & Inspection <br />(CEI) force that provides project management for a wide spectrum of state and municipal projects throughout <br />Florida including roadways, bridges, drainage and utilities. The E&R CEI team offers an experienced, local, <br />proven team to work as an extension of the City of Sunny Isles Beach to ensure projects are completed in a <br />timely manner meeting and exceeding the client goals. Our construction administration services are tailored to <br />serve our clients individual needs. Our CEI services generally include, but are not limited to: <br />• Program Management <br />• Constructability and Biddability Reviews <br />• Evaluation of bids <br />• Preconstruction conference <br />• Review of shop drawings and specialty items <br />• Schedule Reviews <br />• Project Weekly Progress Meetings <br />• Provide daily inspection and supervision of field construction activities <br />• Monitor all daily field reports <br />• Utility Coordination <br />• Coordination between Contractor and Owner <br />• Timely resolution of Project Issues and Claims <br />• Final certification and warranties at final job closeout <br />PROJECT UNDERSTANDING <br />Our approach to projects under continuing services contracts is based upon our team’s personal experience working on City, FDOT <br />LAP, FHWA, ARRA funded projects in similar corridors where public involvement with residents, businesses, City and County officials <br />is essential to ensure minimal disruption and plays a big role in successful execution of the project’s construction. Efforts to minimize <br />impacts to the traveling public and residents regardless of project type will be made through public participation meetings and credible <br />advance notification of construction activities. We are familiar with the City’s SIBAlert system and the various social media venues used <br />to disseminate information to the public, including the live streamed commission meetings. <br />Some of the upcoming projects for the City of Sunny Isles Beach are driven in response to input from residents and stakeholder sur- <br />veys within the community that wanted to see sidewalk and crosswalk improvements. The City moved forward with Complete Streets to <br />address both the current needs and those of the future. As part of the improvements, the City has taken initiative to improve the pedestrian <br />access, vehicular access and overall safety by strategically designing pedestrian overpasses along Collins Avenue. We anticipate and <br />are qualified and experienced to provide CEI services for these types of projects. Currently, Eisman & Russo is providing CEI services <br />for a trio of similar Golf Cart Path Bridges in The Villages, Florida. Anticipated to be completed in a few months, the project <br />includes a bridge which spans over the Florida Turnpike and includes <br />unique aesthetic features, decorative lighting and stone veneers. <br />Over the past 10 years, our team has performed similar continuing ser- <br />vices contracts for other local municipalities, under which we have per- <br />formed multiple sidewalk reconstruction projects, decorative and paved <br />crosswalks, lighting improvements, milling and resurfacing, landscape <br />and irrigation projects. <br />Our team members commit to meeting with City Engineer Rick Labin- <br />sky, PE and the designated Project Manager to establish project specif- <br />ic goals prior to the start of construction of each project. At a minimum, we <br />obligate our team members to the following goals:
