<br />CTA Project No. 19-0035-001-01 01700-1 Golden Shores Street Lighting <br />October 12, 2020 SIB Bid No. 20-09-01 <br />SECTION 01700 - PROJECT CLOSEOUT <br /> <br />PART 1 - GENERAL <br />1.01 SCOPE OF WORK <br />A. The Work of Project Closeout consists of completion of project requirements that must be <br />fulfilled near the end of the Contract Time in preparation for final acceptance and <br />occupancy of the project by the CITY as well as final payment to the CONTRACTOR and <br />normal termination of the Contract. <br />1.02 SUBSTANTIAL COMPLETION <br />A. When CONTRACTOR determines that the Work is substantially complete, he shall submit <br />to ENGINEER a written notice that the Work or designated portion thereof, is substantially <br />complete. The notice shall be accompanied by a report of the results of inspection, testing <br />and adjustments of the completed systems, a list of items to be completed or corrected, the <br />required record closeout documents and all special tools, spare parts, extra stock, <br />maintenance materials, keys and similar operational items, as applicable. <br />B. ENGINEER will review the documents submitted and, accompanied by the <br />CONTRACTOR, will conduct a construction review to determine the status of completion. If <br />incomplete, the CONTRACTOR shall remedy the deficiencies encountered and the <br />ENGINEER will again review the Work. <br />C. The process will be repeated until ENGINEER determines that the Work is substantially <br />complete, at which time he will issue to CONTRACTOR, with copy to CITY, a Certificate of <br />Substantial Completion along with a punchlist of items to be completed or corrected. If, <br />upon Substantial Completion the CITY occupies the Work, the CITY will allow <br />CONTRACTOR reasonable access to complete or correct punchlist items and other related <br />Work. <br />D. In the event such occupancy by the CITY is planned, the Certificate of Substantial <br />Completion shall include a written recommendation as to the division of responsibilities <br />and liabilities pending final acceptance between CITY and CONTRACTOR with respect <br />to security, operation, safety, maintenance, utilities, insurance, warranties and <br />guarantees for their written acceptance. However, no occupancy or separate operation <br />of part of the Work will be accomplished prior to compliance with Contract requirements <br />in respect of property insurance. No such use or occupancy shall commence before the <br />insurers have acknowledged notice thereof and in writing effected the changes in <br />coverage necessitated thereby by endorsement on the property insurance policy or <br />policies. Such policy or policies shall not be cancelled or lapse on account of any such <br />partial use or occupancy. <br />1.03 FINAL CONSTRUCTION REVIEW <br />A. When Work is complete, including the punchlist items, CONTRACTOR shall notify <br />ENGINEER in writing that the Work is completed and ready for final construction review. <br />ENGINEER, accompanied by the CONTRACTOR, will make a final construction review to <br />verify status of completion with reasonable promptness and when satisfied that the Work is <br />acceptable under the Contract Documents, he will so advise CITY and CONTRACTOR. <br />B. If, during construction operations or during construction reviews for substantial or final <br />completion, the ENGINEER should fail to reject defective Work or materials, such failure to <br />reject shall in no way prevent his later rejection when such defect is discovered, or obligate
