24. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Includes scope, size, and cost)
On this 5-year, $5 million districtwide contract, FR Aleman provides miscellaneous surveying, mapping, and SUE services
throughout Broward, Palm Beach, Martin, Indian River, and St. Lucie Counties. Services include static and mobile LiDAR, field
Surveys, Maintenance of Traffic, Historical Baseline and Existing Right-of-Way Determination, GPS Surveys, Topographic/DTM
Surveys, General Land and Aerial Photography Survey, Monumentation Surveys, Bathymetric Surveys, Utility Designation
and Excavation including GIS files, Tree Surveys, Right-of-Way Surveys, Right-of-Way Maps, Maintenance Maps, Right-of-Way
Monumentation Maps, Boundary Surveys, Quality Assurance Reviews, Title Search Plotting Maps, Sketches, Parcel Staking, and
Legal Descriptions.
FR Aleman also provides subsurface utility engineering (SUE) and surveying services to locate identified utilities and designate
sufficient locations to delineate the existing underground utilities. The designation and location is performed via ground
penetrating radar (GPR). To identify the utilities, color-coded above ground markers (i.e., pk nails, steel rods, paint, etc.) are
installed directly above the centerline of the utility structure and the elevation is recorded. Field crews use tablets with Survey
123 and automated dropdown menus to collect all required information, take photos of the utility and surrounding area, sketch
the location, and record the GPS locations. This information is instantly sent to the office to QA/QC the work and begin any
CAD work. By collecting the GPS locations of each utility, this information can easily be uploaded into any GIS database. The
final deliverable includes 3D Test Hole Reports with thorough utility information, such as a description, pipe size, utility owner,
condition, horizontal and vertical location, a sketch of the surrounding area, and GPS coordinates. These Test Hole Reports also
document who performed the work in the field and a QA/QC sign off from the field, office, and project manager, ensuring our
client receives the most accurate information.
Holmberg Road from Heron Bay Boulevard to Pine Island Road: Based on the mission plan, 21 targets and 10 validation
points were set in the field to improve the accuracy and apply geometric corrections to the collected point cloud data. Once
the targets and validation points were set, the 1-mile stretch along Holmberg Rd was scanned with mobile LiDAR, collecting
one million points of data per second. After the data was acquired, FR Aleman’s Certified Survey Technicians post processed
and adjusted the point cloud to the control points and a final 3D point cloud was created. From the point cloud, all above
ground features were extracted to create a Topographic Survey. Using the systems artificial intelligence, FRA extracted features
from the point cloud, such as trees, street signs, light poles and utility poles to be identified in the Topographic Survey. A
Drainage Survey was also done, locating approximately 6 storm sewer structures and measuring XYZ, size, type, and condition
of the pipes. For subdivision locations, FRA searched for boundary corners of approximately 14 blocks along the corridor to
corroborate the right-of-way lines.
Mobile LiDAR has also been performed on two other task work orders under this contract.
