yNNNY „ r
o
PEDELTA
Crime Prevention Through Environmental Design ("CPTED")
Crime Prevention Through Environmental Design initiatives have been taken into account throughout the
development of the design. A key starting point was to keep the new bridge and landing structures as open
and transparent as possible, limiting above -deck structure to an absolute minimum to maximize uservisibility,
both on and approaching the bridges. Practical and achievable CPTED strategies that have been integrated
into the design include the following:
Natural Surveillance ("See and Be Seen")
• Minimizing above deck structure and view obstructions.
• Maximizing transparency of barriers and railings without compromising safety.
• Strategic Florida Fish and Wildlife Conservation Commission lighting of pathways meeting the
regulations of the Florida Fish and Wildlife Conservation Commission to prevent light -pollution
affecting sea turtles.
• Limiting landscaping adjoining pathways to maximize clear sightlines.
• Developing/encouraging uses capable of generating activity —seating areas on the bridge and
amphitheater and potential interpretive areas.
Natural Access Control
Using design to clearly "direct the flow" and intuitively provide guidance for how people should use
the space.
• Locating paths on natural "desire lines" and clearly defining pathways to encourage pedestrians and
cyclists to stay on paths when moving through the space and landings.
• Discouraging unwanted entry to underside of Amphitheater through illumination faced way from
the beach.
Territorial Reinforcement
• Design features that will develop a sense of Ownership and pride within users that use the space
regularly such as high-quality design, seating, using tactile materials like stone and wood, and
providing "Bridge" identity.
Maintenance
• Develop a formal CPTED-based maintenance plan to help maintain all design elements to a level of
functionality, quality and finish that will preserve value for the Owner and keep the crossing safe for
all users.
Budgeting and Cost Control
Pedelta Team's experience in bridges of similar nature and local experience in South Florida will ensure that
the project is built within the allocated budget ($13M). Pedelta will bring to the City of Sunny Isles its recent
experience in the Snowden pedestrian bridge (Miami Dade County) and the Garrison Crossing. The later
project includes two pedestrian bridges in Stainless-steel of similar length including over 1,000 ft path and
landscaping with a total budget of $12.5M.
Pedelta will develop a budget estimate at the beginning of the design process together with the City of
City of Sunny Isles Beach
Request for Qualifications No. 20-10-01
-21-
