CGL Companies | 9
We propose that this visioning process would include key stakeholders that make
up a steering committee to guide the project. This could include City Administration
representatives, City Commission members, Police Department representatives, other
City department heads, public and community representatives, and others identified by
the City of Sunny Isles.
Task 1.2 Project Goals. Mission statements regarding the operational philosophy of
an agency must drive, rather than be defined, by the physical layout of the building.
Balancing secure internal space and publicly accessible space, for example, requires
an understanding of the mission of the department. A balance between secure internal
and public spaces must be achieved in each public safety facility project.
Based on the Visioning Session, we will identify a list of project goals to serve as
“touchstones” to test and measure facility-development options and ultimately the
recommended plan for addressing the Police Department’s long-term operational and
facility needs.
Task 1.3 Communication Plan. We believe that stakeholder communication is an
important piece of any public project and integral to a project’s success. The creation of
trust and transparency is fundamental in the development of a communication strategy.
We will work with the City to develop a public communication plan for the project. The
plan will involve the creation and management of written and spoken tools necessary to
educate and inform stakeholders and the public at large as the project moves forward.
