Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting <br />Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach <br /> <br /> PAGE 14 <br />Existing Scenario: Existing vehicular roadway and <br />transit ridership are examined in order to determine AM <br />and PM current level of service. Existing transit <br />conditions are examined considering the ridership and <br />capacity of the Miami-Dade Transit (MDT) bus service <br />operating in the corridors. Through our excellent lines of <br />communication MDT is contacted to obtain the A.M. at <br />P.M. peak hour ridership and capacities for the transit <br />service. As a result, an average capacity for each route <br />is determined by utilizing appropriate headways and <br />capacities. Roadway traffic demands are collected <br />through 24-hour road tube counts and Intersection traffi <br />c demands are gathered through video Turning <br />Movement Counts (TMC’s), which provide us with detail <br />conditions for environment characteristics simulation. <br />On the other hand, directional capacity is derived from <br />the latest Florida Department of transportation (FDOT) <br />Quality LOS Handbook. <br /> <br />Background Scenario: Traffic conditions are defined <br />as the expected traffic conditions on the study roadway <br />network for the corresponding total development <br />buildout without the proposed project. The background <br />traffic volumes are the sum of the existing traffic and <br />additional “background” traffic to account for expected traffic growth in the study area. Such growth is determined based <br />upon historic growth trends, at nearby FDOT portable count stations, and 2015 -2045 traffic volumes plots obtained <br />from the Southeast Florida Regional Model (SERPM). As part of the mentioned growth, the City is contacted to <br />determine if any projects have been approved but not yet completed within the vicinity of the studied area in order to <br />account for potential traffic. <br />Future Build-Out Scenario: Furthermore, Project Traffic is defined as the vehicle trips expected to be generated by <br />the proposed development utilizing the established roadway network assigned and distributed by the Miami-Dade <br />County Long Range Transportation Plan (LRTP). Proposed vehicular trip generation for the project is calculated using <br />rates and equations contained in the Institute of Transportation Engineer’s (ITE) Trip Generation, 10 th Edition through <br />the Online Traffic Impact Study Software (OTISS). If needed, internal capture trips are to be determined based upon <br />values contained in the Institute of Transportation Engineers (ITE), Trip Generation Handbook. Additionally, reduction <br />factors could be applied in order to portray <br />urban environment characteristics per <br />vehicle for the local area. Pass-by trip and <br />internal trip assumptions reduce the <br />predicted trip generation; however, <br />depending on the principles used, those <br />predicted trips can vary significantly, so <br />these trip adjustments must be applied <br />carefully. Percentages of internal capture <br />and pass-by trips must be shown to be <br />justified and agreed to by the City.
