Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting <br />Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach <br /> <br /> PAGE 15 <br />CALTRAN understands that Multimodal is a key aspect for the City and the need to ensure that acceptable trips are <br />being deducted as part of the traffic impact analysis is key; sometimes developers “push” the idea of multi-modal trips <br />will play a key factor as part of their projects. <br /> <br />Throughout our analyses, Transportation Control Measures are taken into consideration on CALTRAN’S proposed <br />improvements; encouragement for public transportation, <br />encouragement for bicycle and walking, shared-ride services, <br />school flexible schedule (if school traffic impact is being analyzed), <br />signal optimization utilizing software such as SYNCHRO 11, PTV <br />America’s VISSIM and VISTRO. <br />Our design strategies are focused on multiple modes of movement <br />as opposed to only vehicular mobility. Pedestrian and bicycle user <br />access to critical corridors and linkages between those modes and <br />transit facilities play an integral role in establishing an effective and <br />safe transportation system. Enhanced pedestrian/bicyclist features <br />make transit a more viable mode, while an improved transit system will help make a community less car-dependent <br />and more pedestrian-friendly. We have extensive experience in the planning and design of pedestrian/bicyclists’ <br />access/safety features and have designed projects utilizing shared use paths, special bike lane markings, overhead <br />signage, bulb-outs pedestrian midblock crossings, refuge islands as well as pedestrian corrals, and over/underpasses <br />We treat utility coordination as a key professional service and it is one of our core disciplines. Working closely with the <br />Florida Department of Transportation has given our team a true understanding of the expected goals, objectives, and <br />direction required to properly identify and locate utility infrastructure and negotiate relocation and accommodations <br />strategies to expedite the utility coordination and certification process. Our extensive experience providing professional <br />utility coordination services throughout the state has provided us the foundation required to support the City’s utility <br />coordination requirements. <br />As utility coordinators, our focus is to identify and mitigate utility conflicts as early as possible to prevent delays to the <br />design schedule and allow for a smooth construction schedule without delays. We are experts in “Coordination, <br />Communication & Cooperation.” We have highlighted a few key coordination steps below: <br />• Field and plan reviews (identification of existing and proposed utilities) <br />• The preliminary utility meeting and meeting management <br />• Request and collect documentation from UAOs for the determination of compensable interests <br />• Review/Develop Utility CADD files <br />• Assist the Engineer of Record in the creation of the conflict matrix <br />• Negotiate resolution of utility conflicts <br />• Follow-up with UAOs <br />• Specific approach for development of the utility section in the final RFP for a design-build (DB) <br />• Certify project <br />In addition, we provide utilizes “outside the box” processes to further enhance the utility coordination process such <br />as: <br />• Concepts for Conflict Mitigation/Avoidance <br />• 3D Capabilities <br />• Non-responsive Utility Agency Owners (UAOs)
