Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting <br />Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach <br /> <br /> PAGE 17 <br />Civil & Environmental Engineering, Evaluation and Design <br />Our Team has served as Engineer of Record (EORs) for multiple design projects that include roadway, signalization, <br />signing and pavement markings, MOT, and lighting; we have permitted projects with stakeholders such as the Florida <br />Department of Transportation (FDOT), Miami-Dade, and Broward County as well as multiple Cities. Our team has <br />performed MOT for special events including Hard Rock Stadium events for years or RRR projects to increase service <br />life of project such as SR-5/US-1/S. Dixie Hwy from E of SR-9/SW 27th Avenue to SR-9/I-95. <br />CALTRAN’s experts are ready to undertake the required efforts to adequately gather information and data, and validate <br />and provide plans for the proposed improvements for a safe network of intersections in accordance with current City <br />and FDOT standards. The goal is to deliver improvement plans, paving and grading, drainage, signing & pavement <br />marking, signalization, and lighting as well as a Maintenance of Traffic (MOT) design component package following <br />the FDOT Plans Preparation Manual with detailed notes and <br />tabulation of quantities for a contractor to be able to bid and <br />permit. CALTRAN also will support the City in all required <br />meetings, including but not limited to pre-bid and pre- <br />construction meetings. Our general approach to traffic and <br />roadway design includes s follows: <br />Existing Condition Review and Geometrics Analysis: <br />The CALTRAN Team will perform a field review for each of the <br />project locations to identify all necessary geometric elements <br />(i.e., sight distance, right-of-way constraints) in the existing <br />conditions. The assessment findings will be documented in a <br />field review form that records safety operations and notes <br />deficiencies observed. As-built plans will be reviewed. <br />Standards Compliance <br />Projects will need to be designed and constructed in compliance with City’s requirements, including considerations <br />based on noise ordinances, as well as County and FDOT standards and State and Federal Standards such as the <br />MUTCD. <br />Utility Coordination <br />CALTRAN will request a utility design ticket to Florida Sunshine (811) to obtain information about all utility owners <br />around each project location. All utilities must be considered when locating proposed improvements including service <br />points from FPL and ATT. CALTRAN will have a dedicated utility coordinator familiar with UAOs to work closely with <br />all utility owners and who has extended experience in utility coordination to ensure that all Utility Work Schedules and <br />agreements will be on time to avoid negative impacts on the project schedule. <br />Topographic Survey <br />CALTRAN will coordinate survey efforts using a well-known surveyor with previous experience with the City. <br />Topographic surveys will be prepared with DTM and a complete inventory of elements will be completed to be able to <br />provide the contractor with enough details for geographic location and elevations of the proposed improvements. Any <br />right-of-way dedications and easements will be vetted and legally recorded as part of the process. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
