Policy 14 C d) <br />The transfer of development rights from privately owned sender sites must result in the <br />accomplishment of a public purpose that is consistent with the Comprehensive Plan such as the <br />creation of public parks, plazas and/or open space, the conservation of historic, sensitive <br />environmental and archeological resources, the protection and enhancement of waterfront public <br />access corridors not otherwise required by the land development regulation, the erection of public <br />parking garages to serve the Town Center or the development of public educational facilities and <br />other essential public facilities. This limitation shall not apply to government site more particularly <br />described in policy above. <br />Policy C e) <br />Sender sites shall be dedicated to public ownership or preserve for public purpose through a <br />conservation easement of other recordable mechanism. <br />Because the Property's uses are restricted by the Comprehensive Plan policies related to sender sites <br />under Policy 14 C d), the Property can never be developed to allow for density. Therefore, for the <br />purpose of this analysis, only the FAR will be analyzed and the potential increase of square footage <br />will the calculated. <br />Existing: 9,120 square feet of non-residential <br />Potential: 58,580 square feet of non-residential <br />Change: 49,460 square feet increase of non-residential <br />Level of Services (LOS) <br />Transportation: <br />Policy 4K. <br />Pedestrian Level of Service Standards. The City shall seek to maintain a pedestrian Level of Service Standard <br />of C or better on all roadways with designated pedestrian facilities in accordance with the flowing <br />definitions: <br />LOS C - Adequate for pedestrians, some deficiencies in intersection design, moderate <br />interactions with motor vehicles; <br />LOS: C Some deficiencies in intersection design, some gaps, Atlantic Blvd sidewalk and <br />connection to Collins Ave sidewalk to be completed by approximately the third quarter of 2023. <br />Policy 5H. <br />Bicycle Level of Service Standards. The City shall seek to maintain a bicycle Level of Service Standard of C <br />or better on all roadways with designated bicycle lanes in accordance with the flowing definitions: <br />LOS C - Appropriate for most riders, some supervision may be required, moderate interaction with motor <br />vehicles. <br />LOS: C FDOT completed full Sharrows (term to describe when roadway lanes are shared <br />by cyclists and motor vehicles) along northbound and southbound Collins Avenue. Further safety <br />bicycle improvements are under the Golden Shores Underground Project. <br />Objective 8 — Roadway Concurrency <br />The City will continue to maintain adequate LOS standards for the transportation system to <br />coordinate the traffic circulation system with existing and future land uses as shown on the Future <br />Land Use Map. <br />Policies <br />PZ2022-02 <br />101 <br />
