8A. Unless exempted under other policies, the adopted concurrency management system shall establish the <br />following roadway level of service standards (LOS) for the purpose of issuing development orders and <br />permits: <br />1. In conformity with Miami -Dade County, the acceptable peak period LOS for all non-FHISS State <br />and County roads inside the City shall be the following: <br />a) Where no public mass transit service exists, roadways shall operate at or above LOS E; <br />b) Where mass transit service having headways of 20 minutes or less is provided within 0.5 mile <br />distance, roadways shall operate at no greater than 120 -percent of their capacity (LOS E+20); <br />c) Where extraordinary transit service such as commuter rail or express bus service exists parallel <br />roadways within 0.5 mile shall operate at no greater than 150 -percent of their capacity (LOSE+50). <br />2. The adopted level -of -service for all collector roads maintained by the City shall be 120 -percent <br />of LOS E (LOS E+20), as defined and measured by the methodologies of the FDOT LOS Standards <br />and Guidelines. <br />8B. The level -of -service for all local residential roads shall be guided by the recommendation of the Miami - <br />Dade County Street Closure Traffic Flow Modification Study and adopted policy. <br />LOS: D in the AM and PM peak periods in the year 2025 conditions and LOS E+20 in the PM peak <br />period in the year 2045 conditions. See attached Exhibit "B" for the Traffic analysis from Corradino <br />Group dated February 28, 2021. <br />Recreation and Open Space <br />Objective 4 <br />Provide local park recreational facilities at the following Level of Services Standards: 2.75 acres per <br />thousand population. <br />Population (2020 — U.S. Census) — 22,342 <br />LOS Standard — 2.75 acres/1,000 residents <br />Existing Park Acreage — 69.8 Acres <br />Park Acres required to meet LOS Standard — 61.44 acres <br />Surplus Parks Remaining — +8.36 acres <br />Proposed Community Facility to increase recreational facilities, therefore no impact to Recreation <br />and Open Space Level of Service. <br />Sources: <br />2020 U.S. Census Bureau <br />Park Inventory List <br />Infrastructure (Potable water; Sanitary Sewer; Drainage; Solid Waste) <br />Objective 3 — The City will work with service providers to ensure an adequate level of service for public <br />facilities to meet both existing and projected needs as identified in the comprehensive plan through <br />implementation of those projects listed in the Capital Improvements Element.
