A=COM <br />City of Sunny Isles Beach — Recreation and Parks Master Plan <br />Scope of Work <br />05/05/2022 <br />1.4 City Base Map Development — AECOM will review guiding documents and data provided <br />by the City and compile an analysis of existing data into a summary and base map for use in <br />the project. AECOM will prepare a digital GIS base file in the MXD file format for the project <br />study area (the study area is determined by expanding the City boundary by two miles in <br />each direction) which shall include relevant City -provided layers and those containing <br />information regarding adjacent municipal/county facilities that are used by residents based <br />on the MXD file format data provided by the City. The sources of the GIS Map will include <br />the following: <br />• City data <br />• Other municipality's data <br />• County data <br />• Private <br />• Non -Profit <br />• HOA <br />1.5 Best Practices / Lessons Leaned — AECOM will research aspects from up to five (5) peer <br />communities, national and international, with a high-density urban fabric. The research will <br />focus on creative planning and design strategies to provide parks and open spaces in <br />extremely dense environments and develop a set of best practices / lessons learned that <br />would be documented through online resources of photography, drawn analysis and/or <br />narrative. <br />1.6 Population/Demographic Analysis — AECOM will evaluate the current and projected <br />population trends in the City including the size, character, ages, gender, ethnicity, income <br />level and education level using data provided in the American Communities Survey. <br />1.7 Park Evaluations — AECOM will evaluate each of the City's existing eleven (11) parks <br />within a consecutive two (2) day period. An evaluation form will be developed with City staff <br />prior to the evaluation. AECOM will utilize criteria based upon Project for Public Places <br />(PPS) methodology for evaluating the effectiveness and performance of the public spaces. <br />The PPS criterion focuses on elements that promote placemaking and high-quality lifestyles <br />for communities. AECOM will prepare a memorandum summarizing the findings from the <br />evaluation, including deficiencies in quantity and type of facilities, and opportunities and <br />recommendations for system improvements. This evaluation will be observational <br />information collected to rate the performance of each park, providing summaries of key <br />successes and opportunities for enhancements, and to outline recommended capital and <br />operational improvements tied to the documented needs and community priorities. <br />1.8 Recreation Program, Operations and Maintenance Evaluation — AECOM will assess the <br />City's recreation programs, staff organization, and operations to identify strengths and <br />weaknesses, gaps, policies, procedures, and ability to adequately maintain parks and <br />facilities.
