A=COM <br />City of Sunny Isles Beach — Recreation and Parks Master Plan <br />Scope of Work <br />05/05/2022 <br />• Review of the vision and estimate of costs <br />• Review of the needs and priorities summary <br />• Review of current 5 -year CIP <br />• Review of funding projections <br />• New park priorities and recommendations <br />• Recreation program priorities and recommendations <br />• Determination of top spending priorities <br />• Development of funding, phasing strategies for 5 and 10 -year periods for existing <br />and proposed system <br />• Coordination with other long-term goals of the City <br />4.2 10 -year Action Plan — AECOM will prepare a 10 -Year Action Plan which identifies issues, <br />strategies, priorities and analysis for budget support and funding mechanisms for the parks <br />system, open space, trails and recreation/sports facilities. The action plan shall include the <br />following: <br />a) A prioritized list of new park projects based on established goals and community input <br />for the Cultural and Community Services Capital Improvement Program (CIP) including <br />suggested timelines. Projects must meet the City's criteria for inclusion in the CIP; <br />b) Identification of park land including possible new park sites (parcels) and open space to <br />meet future needs and potential acquisition strategies; <br />c) Analysis of park development benchmarks of program fees, park features, existing <br />budgets and admission fees; <br />d) Recommendations and priorities for present and future recreation and aquatic <br />programming needs of the City; <br />e) Level of Service and park classification system recommendations; <br />f) Budget and funding priorities and timeframes; <br />g) Identification of potential grant funding sources, strategies and timelines; <br />h) Identification of long-term recommendations in five-year increments through 2027. <br />4.3 Recreation Programming, Operations, and Maintenance Implementation <br />Recommendations — AECOM will update draft recommendations to parks maintenance <br />and operations to match projected future growth of parklands, open spaces, trails, buildings <br />and facilities, program participation, and related services. AECOM will prepare a set of draft <br />Implementation Recommendations which may include the following: <br />• Roles of the City in provision of recreation services; <br />• Partnerships and Interlocal Agreements; <br />• Service Delivery Models; <br />• Operations and Maintenance Costs for an increased level of service scenario; <br />• Performance Metrics; and <br />• Community Relations and Marketing recommendations <br />
