<br />4.1 Firm Qualifications and Experience
<br />can reduce the initial construction cost, as well as the
<br />long-term maintenance costs and efforts required for
<br />the park. The proper selection of plant material also
<br />provides for resiliency, allowing the project to endure
<br />rising sea levels, increased hurricane, and tropical
<br />storms, as well as adapt to increased salt air. In selecting
<br />resilient plants, we recommend native species because
<br />they are low maintenance, require less water, less
<br />fertilizer, are adapted to the local environment, and are
<br />capable of withstanding major storms and hurricanes.
<br />Understanding planting conditions is critical in selecting
<br />the right material for wet conditions, dry conditions,
<br />or plant material that can handle both. Our landscape
<br />architects and designers follow grades and standards as
<br />well as ASNI and ISA Guidelines to ensure plant material
<br />being installed is of the highest quality.
<br />Material selection is a similar process. Miller Legg
<br />landscape architects and designers recommend using
<br />certain types of metals such as aluminum close to coastal
<br />areas to resist rust, using pervious/porous concrete
<br />to allow natural drainage to continue through the soil,
<br />and using polymer/wood blends to meet aesthetic
<br />requirements with maintenance/longevity requirements.
<br />We work to identify the most effective and durable
<br />designs, evaluating the initial cost of enhancements such
<br />as concrete quality, admixtures and corrosion protection,
<br />balanced against future maintenance expenses.

<br />Permitting Excellence: Miller Legg has permitted a
<br />significant number of similar projects throughout the state
<br />and are very familiar with infrastructure improvements
<br />and environmental regulations that will apply to this
<br />project. Our experience serves to streamline the design
<br />and permitting process and allow for a fluid transition
<br />from design to construction, while avoiding delays in the
<br />overall project schedule. We actively follow the agency
<br />reviews and prompt these bodies for comments and
<br />issuance of the permits. Upon issuance, we implement
<br />our tracking summary sheet that is used to view the
<br />permit status and expiration dates for the project. We
<br />streamline the design and permitting process and allow
<br />for a fluid transition from design to construction, while
<br />avoiding delays in the overall project schedule. We have
<br />an impeccable record of no violations of federal, state,
<br />or local law or regulations.
<br />Communication: Through our many projects we
<br />have learned not to be passive. We have found it is
<br />important to engage the local utilities companies, local
<br />municipalities, and have great communication. This
<br />will ensure each project has minimal conflicts during
<br />design and construction. Again, in addition to great
<br />communication, our landscape analysis and opportunity
<br />plans ensure the final landscape and Irrigation design is
<br />functional, aesthetic, and low maintenance. We have
<br />also learned to look for innovative ideas that will help
<br />simplify, beautify, and increase the longevity of the
<br />landscape on FDOT projects.
<br />Cost Estimating and Control: Our substantive prior
<br />experience working with a variety of municipalities
<br />including Sunny Isles Beach, has enabled us to develop
<br />quality, sustainable designs within budgetary constraints.
<br />We can provide the City with unmatched planning and
<br />design efforts required for any project that might be
<br />assigned under this Contract. Our Principal-in-Charge,

<br />resources available to complete the City’s projects on

<br />Miller Legg fully appreciates the budget challenges
<br />posed by the COVID 19 economic downturn. The
<br />financial impact on improvement programs will result
<br />in curtailment or possible cancellation of some planned
