Page 89Request for Qualifications # 22-06-01 Continuing Services for Landscape Architectural Services CCNA <br />4.3 Project Approach <br />construction is realistic and accomplishable without <br />incurring acceleration costs or that these acceleration <br />costs have been anticipated in the cost estimates where <br />the need for expedited construction outweighs the <br />higher costs associated. <br />Finally, contractor-initiated value engineering options are <br />thoroughly reviewed and discussed with our clients. It is <br />critical to ensure that the quality and functionality of the <br />project is not sacrificed by these requested changes and <br />that consequential changes such as permit modifications <br />are factored into a value engineering proposal to fully <br />assess the benefits and potential pitfalls if the proposal <br />is accepted. <br />Miller Legg is committed to our Quality Control (QC) <br />Program where our QC manager, William <br />Schipske, reviews all work to ensure <br />it meets high quality standards. <br />Our Project Manager has 39 <br />years of considerable experience <br />managing complex, multiple <br />task projects. As such, Miller <br />Legg is committed to producing <br />cost-efficient and high-quality <br />deliverables through significant <br />quality control procedures. Miller Legg has <br />established a seven-stage quality assurance process. The <br />seven (7) stages are interrelated in a sequence, which <br />forms the quality control process logic. <br />1. Preparation of a project initiation form <br />2. Project kick-off meeting <br />3. Weekly Project Manager meetings <br />4. Project status & progress meetings <br />5. Draft deliverable review <br />6. Final deliverable review & delivery to client <br />7. Conducting post project debriefing & project <br />close out <br />1. Project Initiation Form - The quality control process <br />begins with the completion of a project initiation form. <br />A project initiation form is prepared after the cost <br />proposal has been negotiated and a contract has been <br />executed. It must be reviewed by a Principal in the firm <br />and submitted to the Department Manager for approval <br />before it is distributed. <br />The objectives of the project initiation form include the <br />following: <br />• Determine the contract type <br />• Provide information such as the project location, <br />methods of invoicing, and financial components of <br />the project (labor, expenses, subcontracts, etc.) <br />• Classify the project into the types of services being <br />provided <br />The preparation of the project initiation form ensures <br />that the Contract has been executed and the budget and <br />schedule has been prepared. It also establishes a point of <br />contact for invoicing. <br />2. Project Kick-Off Meeting - Upon approval and <br />distribution of the scope, budget and schedule, the <br />project kick-off meeting is convened. Every project Team <br />member comes to the meeting with questions and/or <br />suggestions aimed at enhancing specific or all aspects <br />of the project implementation process and leaves the <br />meeting fully cognizant of their roles on the project <br />Team – how their professional development and growth <br />is enhanced by the tasks assigned to them, as well as <br />how their performance on the project can be evaluated. <br />Every Team member assigned a task(s) ensures that the <br />resources needed to execute the task(s) are accounted <br />for and provided. Report titles, their preparers, <br />schedules, as well as peer reviewers are identified. In <br />the case of statutory reports, the table of contents <br />may already have been specified under the governing <br />regulations. Similar details are established for studies <br />and construction documents. <br />3. Project Status/Progress Meetings - Depending on the <br />size, complexity, and client requirements, regular status/ <br />progress meetings may be necessary during the life of the <br />project. It is Miller Legg’s policy to hold regular (monthly) <br />progress meetings at which all project Team members <br />report on the progress of their activities, and the status <br />QUALITY ASSURANCE / QUALITY CONTROL
