November 2, 2022 / Page 10 of 15 <br />Bella Vista Park I Number 11723.04 <br />City of Sunny Isles Beach <br />Contract Addendum # 1 <br />Bella Vista Park Seawall 116600-133 <br />November 1, 2022 Page 3 of 12 <br />Marine Construction <br />Design of marine structures involves several components in addition to typical construction of an <br />upland structure. The harsh marine environment can result in increased deterioration and future <br />maintenance issues, if not properly considered in the design process. A marine structure is <br />exposed to variable conditions, such as saltwater, storm waves, tidal currents, and potential <br />sediment transport, as well as other dynamic loading conditions. Furthermore, marine facilities <br />are governed by strict environmental permits IMiami-Dade County Division of Environmental <br />Resources Management (DERM), Florida Department of Environmental Protection (FDEP), and <br />United States Army Corps of Engineers (USACE)] in addition to the typical building permit. <br />The first step in the permitting process is illustrating relevant site data, along with a conceptual <br />design of the proposed work on a set of permit sketches. These sketches will form the basis for <br />the permit applications to the environmental agencies. Based on the presented details of the <br />proposed Project, the agencies may have questions, recommend design changes, or require strict <br />guidance on construction methods. Once the processing and negotiation are completed, the final <br />design and construction drawings will be prepared. Through detailed plans and hands-on <br />communication with agencies, Cummins Cederberg is experienced in expediting the permit <br />process. Inexperience or limited understanding of the engineering and permitting aspects in the <br />marine environment can result in a lengthy permitting process and/or increase overall construction <br />cost due to too stringent permit requirements. <br />Scope of Services <br />The following section outlines the scope of services to be provided by Cummins Cederberg for <br />the Client. <br />Task 1- Marine Engineering Design <br />Task 1.1- Seawall Structural Design <br />Cummins Cederberg will design a new seawall, at or landward of mean high water, along the <br />southwest shoreline (approximately 180 linear feet) of the site. The new seawall is anticipated to <br />include concrete panels, batter piles, and a new concrete cap. The new cap elevation will match <br />the adjacent property which was recently constructed. Additionally, DERM requires the new <br />seawall cap be six inches above the adjacent landward grade to prevent sheet flow into tidal <br />waters, as well as placement of one cubic yard of riprap per linear foot of new or replacement <br />seawall. Typical sections will be developed illustrating the design layout, retained elevations, and <br />proposed materials. Specifications and details for material characteristics such as concrete <br />strength, water content, and corrosion inhibitors, along with reinforcement details, will be <br />developed for various components as part of the design process. <br />CUMMINS CEDERBERG, INC.
