<br /> <br /> <br />To provide an immediate point of contact, at least one (1) TFR Representative shall “ride out” the storm with <br />Government Officials. This TFR representative shall be responsible for coordinating the “push” effort as the Pre- <br />Execution Planning Team assesses the damage, and sections of the City/County, if not completed, and mobilizes <br />resources. <br /> <br />A workforce of Management and Loading and Hauling crews (minimum of ten) have been notified, prepared, <br />and will be in the affected Sector/Subsector and poised to respond within a few hours following the landfall or <br />strike for the immediate emergency needs response. <br /> <br />In a post-strike environment, with a Notice to Proceed, the planning team will deploy to the designated location <br />within hours to participate in estimating debris volume, sectoring the disaster area, locating debris sites, <br />determining personnel and equipment requirements, evaluating environmental and health and safety issues, and <br />identifying necessary permits and license requirements. Once this meeting has taken place, a defined list of <br />equipment and personnel necessary will be identified. <br /> <br />During this planning session, the following determinations will be made: <br />• Total area affected <br />• Estimated number of Debris (This can be performed by Government Officials or TFR, either by aerial <br />assessment or by “windshield” drive-by through the damaged area) <br />• Number of Sectors to be assigned for best management <br />• Number of estimated DMS required for efficient removal <br />• Location of best possible DMS <br /> <br />Mobilization of Personnel and Equipment <br />Following the coordination with Government Representatives, and identifying the quantities, sectors, DMS, and <br />production requirements, TFR will continue the mobilization process. <br /> <br />Pre-Execution Planning Team will call <br />a meeting of all Project Managers and <br />alert them to prepare to leave within 24 <br />hours and be away from home for an <br />extended period. Being within relative <br />proximity of the disaster area, TFR can <br />provide an expedient response, as <br />personnel fully understand the <br />requirements and urgency associated <br />with disaster relief and recovery and <br />the little notice provided after the <br />award of a contract. TFR and its partners are fully prepared to meet the mobilization requirements, including the <br />extended time away from families, and fulfill those requirements with the utmost pride in the end product. <br />• The Operations Manager and his assistant will locate a Staging area where equipment and personnel <br />can be mobilized for inspection and orientation. <br />• The Service Manager in the home office will deploy one or more of the company’s Mobile Field <br />Offices to the Staging area if needed. <br />• Project Managers will review the equipment and personnel requirements and compare them with <br />equipment already on hand to determine the additional equipment and personnel to be mobilized. The <br />Project managers will then review the Company-owned equipment available list, the selected <br />Subcontractor’s immediately available list, and equipment suppliers list.
