TEMPORARY DEBRIS SITE (TDS) PLAN <br />In conjunction with your local government representative, CTC will develop a site-specific plan for each Temporary Debris <br />Site (TDS) we are tasked with operating. The Plan will address the following items, as appropriate, with additional subjects <br />as may be required, <br />1. Site Management Organization and Responsibilities <br />This will provide all involved parties a clear delineation of the organization at the site, and the responsibilities <br />assigned to each. It also facilitates quality control at the site. <br />2. Startup Check List <br />This list is developed to ensure that all of the work tasks involved in the clearing and preparation of a site are <br />addressed and can be "checked off' the list as they are completed. <br />3. Ingress/Egress <br />Initially, these stabilized roads will be constructed to bring in the equipment necessary to prepare the site for <br />operations. They will then be used by haul trucks to bring debris into the site for proper handling. The roads will <br />be maintained throughout the entire operation. <br />4. Site Preparation <br />This includes clearing, grading, establishment of erosion control and baseline testing for soil and groundwater. The <br />site must be carefully cleared and graded to ensure proper drainage, while minimizing erosion. All environmental <br />concerns related to buffer zones, runoff, and potential impacts to nearby streams, air, and groundwater will be <br />addressed. <br />5. Traffic Control Procedures <br />Depending upon the extent of traffic control required this may require an appendix entitled "Maintenance of <br />Trac". It will address Lite movement of vehicles into and out of the site and include provisions for keeping the <br />streets or roads free of debris. <br />6. Safety <br />There are many actives wn a TDS, including the diverse array of heavy equipment operating; large volumes <br />of debris hauling trucks dumping their loads; potentially hazardous debris; maintenance activities; tub grinders and <br />air curt <br />ain incinerators being operated; and large numbers of personnel. A diligent and concentrated focus on safety <br />must be of paramount importance to everyone at the site. Safety is a part of every plan written by CTC personnel <br />and is continually emphasized. <br />7. Segregation of Debris <br />In order to be properly managed throughout the reduction/recycling and disposal processes, all incoming debris <br />must be segregated into various categories, including Household Hazardous Waste (HHW), Vegetative Debris, <br />Construction and Demolition (C&D) Debris, White Goods, Small Engine Equipment and Electronic Waste. <br />Page 45 of 87 <br />
