Approach and Methodology <br />CES Consultonfs, Inc. (CES) is a full- service <br />engineering firm founded in Miami, <br />Florida in 2001. We provide professional <br />engineering, construction management, <br />and inspection services for public agencies <br />and private sector companies. In addition <br />to our company headquarters in Miami, we <br />also have offices in New York City as well <br />as Jacksonville, Orlando, and Hollywood, <br />Florida and San Diego, California. <br />AtCESwe build long -term client relationships <br />by providing high quality services, an out - <br />of- the -box approach, and innovative and <br />integrated solutions. This allows for our <br />projects to be delivered on schedule and <br />within budget. <br />Methodology to Implement and <br />Accomplish the Project <br />The CES Team recognizes that a multi- <br />phase approach is required throughout <br />the life of each project, to ensure that <br />unnecessary pitfalls are avoided; that the <br />impact to business, schools and residential <br />communities are minimized and that <br />change orders during the construction <br />phase are curtailed. The CES Team will <br />analyze and carefully plan every aspect <br />of the project including interagency <br />coordination, permitting and regulatory <br />compliance, pre- design, design and <br />limited construction phase, relying on <br />proven project implementation methods as <br />described below: <br />Existing Conditions Confirmation and <br />Future Project Coordination <br />Field checking of topographic and utility <br />survey, existing ROW, and verifying project <br />limits; Conducting test pits or air /vacuum <br />extractions to locate unclearly defined <br />utilities (air /vacuum soil extraction is a <br />proven technology for locating and verifying <br />underground utilities while essentially <br />eliminating the potential for damage to the <br />utility); Confirming utility clearances and <br />potential relocation requirements. We also <br />contact all agencies having jurisdiction in <br />the project area and investigate whether <br />new projects are planned for this area. <br />Existing ROW and Easements <br />Coordination and planning with the City of <br />Coral Gables, FDOT, Miami -Dade County <br />Public Works Department, and communities <br />City of Sunny Isles Beach <br />continuing Professioncl Services for Engineenng <br />PFa No. I e -07-02 <br />August 12, 2014 <br />for acquisition of deficient ROW as needed. <br />Perform field checking of project limits, to <br />identify existing and potential areas for new <br />easements and ROW. <br />Environmental /Geotechnical Soil <br />Borings <br />Locating (and survey) soil borings to confirm <br />subsurface conditions along the route <br />and at major corridor crossings (canals, <br />Florida turnpike, and key roadways) <br />and characterizing contaminated soils if <br />discovered. <br />Route Analysis <br />Preliminary pumping stations, drainage <br />systems and water and sewer projects will <br />require pipe route analysis planning of route <br />alternatives with the City, in cooperation <br />with other municipalities impacted by the <br />project; Field walkover and confirming <br />proposed pipeline route, reviewing <br />alternatives for off -road (within sidewalks <br />or grassed medians) locations; Identifying <br />and resolving potential utility conflicts and <br />verifying new pipeline location to minimize <br />conflict with FDOT roadway improvements. <br />Materials and Methods of <br />Construction <br />Selecting pipe materials (ductile iron, <br />PCCP, HDPE, tape - wrapped steel) and <br />corrosion protection alternatives; Locating <br />air /vacuum release valves at pipe high <br />points, and isolation valves; Location of new <br />interconnections with municipalities; Sub- <br />aqueous crossings of canals, if applicable; <br />Jacking or micro - tunneling of the pipeline <br />under major roadway corridors. <br />43 1-�ffl Q <br />Gs c�i.?_xc <br />
