The <br />program included repaving and stripping, streeiscape, drainage <br />improvements and water and sewer improvements. The first phase, Bay <br />Road improvements, included complete reconstruction of the roadway <br />segment. The geometric design included two roadway lanes, parking <br />lanes and bulb outs for traffic calming. The pavement reconstruction <br />included a geotextile layer for reinforcement of soft soils. The project <br />was challenging due to the low elevations, soft soils and numerous <br />utilities within the right -of -way.
