<br />Mr. Alfred has extensive experience in transportation design engineering. He is well -versed with the FDOT design and
<br />plans preparation process. He has participated in public involvement, and has been the Utility Coordinator for many FDOT
<br />projects. He proficiently uses and trains staff on how to use MicroStation (V8) /GEOPAK running the FDOT Site Menu. Mr.
<br />Alfred has experience in the preparation of lighting analyses using the AGI32 software. He has used electronic delivery
<br />(PEDDS) to submit projects to FDOT, District 4. With 23 years of experience, Mr. Alfred brings a wealth of knowledge in
<br />transportation engineering and design.
<br />RELEVANT EXPERIENCE
<br />ROADWAY DESIGN EXPERIENCE
<br />Miami River Greenways, Segment D — City of Miami, Florida
<br />Project Manager — The project consists of the reconstruction of an existing roadway segment along the Miami River to
<br />produce a scenic, landscaped, pedestrian/bicycle walkway /greenway. The project includes the design of a drainage
<br />system with wells, decorative lighting and Iandscapelhardscape design.
<br />SR-836 Emergency Access Ramp, Miami -Dade County, Florida — Miami -Dade Expressway Authority (MDX)
<br />Project Manager — Mr. Alfred provided the design and engineering services, roadway plans, traffic control plans, drainage
<br />analysis, environmental permits, utility coordination, lighting plans, signing and marking plans, structures (retaining walls)
<br />and special access gates. The project consisted of the creating a single lane ramp that connects the Florida Tumpike on-
<br />ramp to the westbound SR-836 extension for emergency use only. This design was considered 'complex - highway.' An
<br />emergency u -tum was designed on the SR -836 Extension between SW 1271h Avenue and SW 1371h Avenue. The design
<br />of a retaining wall was also required along the alignment in the vicinity of the South Florida Water Management District C -2
<br />Canal. All the associated drainage design, environmental permitting and utility coordination were part of this project as
<br />well. Project length: 1 mile.
<br />Districtwide In -House Consultant Plans Review /Support Services, Fort Lauderdale, Florida — FDOT District 4
<br />Project Manager — Plans Review: The project includes reviews for compliance with FDOT criteria, construction time
<br />estimate preparationlreview, review of computation booklets, specification packages, cost estimates, etc. The deliverables
<br />include review comments in the ERC database, marked -up plans, design exception variation reports, contract time
<br />estimates, traffic control plan reviewloonstructability, quantity computations with pay item verifications, utility conflicts,
<br />right -of -way encroachments, etc. Design Support Services: Perform design services for the FDOT issued on a Task Work
<br />Order basis. The deliverables will be CADD compliant, in electronic format, signed and sealed with PEDDS. Design
<br />support includes the handling of project managers duties for FDOT as well.
<br />SR-874 Milling and Resurfacing and Guardrail Installation - Miami -Dade Expressway Authority (MDX)
<br />Project Manager — Mr. Alfred WAs responsible for providing roadway plans for the resurfacing of SR -874 from the C -100
<br />canal to about 2,300 ft north and addition of guardrail in the median. Scope of services includes signing and pavement
<br />marking plans and modification to the existing SFWMD Environmental Resource Permit (ERP).
<br />SR-836 Auxiliary Lanes, Project Development and Environment (PD &E) Study, Miami -Dade County, Florida — MDX
<br />Project Engineer — The scope includes widening and construction of auxiliary lanes on SR-836 at NW 579, Avenue to the
<br />Toll Plaza. RJ Behar provided the drainage analysis, typical section package, utility coordination and the design variation
<br />package.
