Florida License No. 2297911980 <br />• Certified Bridge Inspector — Bridge Inspectors Training Program, FOOT 8 USF, 1982 <br />ENGINEERING EXPERIENCE <br />Mr. Piccolo serves as a Senior Highway, Bridge Engineer and Structures Department Manager for RJ Behar. He has a <br />thorough understanding of advanced structural engineering and the associated computer skills. He also has a very <br />practical background in bridge construction and construction contract administration procedures. This background enables <br />him to produce a set of plans which are constructible, economical and rarely require supplemental agreements during <br />construction. <br />Mr. Piccolo has been the Project Manager and Engineer of Record for numerous very successful highway and bridge <br />projects over the past 20 years as a consultant. Mr. Piccolo also has 15 years of experience as an FDOT employee. He <br />was the first FOOT Bridge Engineer to design a bridge that withstood a ship impact (Choctawhatchee Bay Bridge) and the <br />first to design a curved steel box girder superstructure (Thomasville Road Flyover). He was presented with the Bill Dean <br />Award by FOOT and is listed in the Who's Who in Science and Engineering'. <br />RELEVANT EXPERIENCE <br />SR -AIIA in Ft. Pierce, Pines Boulevard at 1.75 and University Drive in Broward County, Florida — FDOT, District 4 <br />Engineer — He performed Quality Control reviews <br />SR -2 — FDOT, District 3 <br />Engineer— He was responsible for Quality Control and Quality Assurance Review of Highway Plans. <br />Structure Engineering Services — South Florida Water Management District (SFWMD) <br />Structural Engineer for design services as subconsultant to the GEC team for refurbishment of navigation locks 5-61, S-65, <br />S-65A 8 S-65D; lock hoist upgrades for navigation locks S -131, 5 -135, G -36; and spillway hoist upgrades to S -44 and G- <br />57. <br />Northlake Boulevard over the Loxahatchee Slough — Palm Beach County, Florida <br />Structural Engineer in charge of the bridge work and weir. The project consists of reconstruction of a four lane divided <br />highway, construction of a bridge, weir and walkway. Project length: 0.25 miles <br />Structure Inspection Program (SIP) Non -Sta Structures — South Florida Water Management District (SFWMD) <br />Structural Engineer /Inspector performing structural inspections of 61 water control structures. These inspections were <br />performed to ensure operational integrity and to avoid partial or total failure that could endanger the lives and safety of the <br />public. <br />Structural Plans Review Contract — Palm Beach County, Florida <br />Project Manager — The scope of this contract included review of the bridge plans, bridge design calculations and bid item <br />quantities. The roadway plans were reviewed to ensure that they were consistent with the bridge plans. One site review <br />was conducted with each review, which focused on existing conditions such as utilities, correct bridge length and location as <br />well as the condition of the existing bridges to be widened. <br />Hurricane Sign Replacements — FDOT, District 4 <br />Structural Engineer— He designed sign replacements in District 4 after Hurricane Frances and Jeanne. <br />Battersea and Douglas Road Drainage Improvements — City of Miami, Florida <br />Structural Design Engineer for the design of a concrete gravity wall, evaluation of the existing seawall and outfall. <br />S -65C Navigation Lock Supplemental Inspection <br />Structural Engineer— He performed a structural evaluation of the Navigation Lock Structure. <br />RFQ No. 14-07-021 Page 13.17 <br />
