k r� r f F K i ,r r{ fi R i ,r ;r C (r r; P r( 34 RFn No. 14 -07 -02 Task 5: Bid / Negotiation Phase Services Typically during the bid process, we will assist the City with Pre -Bid Conference, responses to bidder inquiries, preparation of any Addenda, and review and evaluation of bids received and bidder qualifications. Task 6: Construction Observation Construction phase services normally will commence upon award of a contract for construction and will conclude upon issuance of a certificate of Final Completion, City acceptance of the project and sign - off of all necessary regulatory agencies. During the construction phase, and as appropriate to the type and scope of project, services provided will typically include the following: • Periodic on site observations of the progress of the work, to help ensure that project specifications, design intent and other requirements are complied with • Regular progress meetings with Contractor and City staff • Review of Contractor's Construction Schedule, Schedule of Values, materials submittals, shop drawings, pay applications and other submittals • Review of tagged nursery stock or assistance with tagging • Review of field layouts prior to installation • Review of installed materials for compliance with requirements • Inspection and punch list at Substantial completion • Inspection and certificate at Final Completion We recognize that in certain cases, the City may opt to provide more of the construction administration through in -house staff; or that conversely, certain projects may require a more extensive role on the part of the design consultant. Finally, we will provide follow -up after construction is completed, typically in the form of follow -up inspections prior to the expiration of warranties approximately one year after completion of the project. Throughout the design process, AECOM's project manager and team will provide the following services: Coordinate the project with the City of Sunny Isles Beach, related permitting agencies, adjacent landowners and other affected organizations during the development of the design. Perform general administration duties, including coordination with sub - consultants; preparation of invoices; scheduling; record keeping; and file management. Section 4 AECOM • Attend and participate in meetings with the above mentioned organizations. • Oversee quality assurance and quality control (OA/ OC) program. Each scheduled submittal of plans to the Client and /or FDOT shall receive OA /OC. • All work shall be performed in accordance with the City's /County's Standards and Procedures for plans and specifications. • All work shall be performed in English units using AutoCAD format. Engineering AECOM believes that our greatest achievements are delivering a quality project within the clients allocated schedules and budgets. For each successful project it is imperative, and our Project Engineers make sure that the project team remains attentive to quality control, schedules, and budgets throughout the progress of the design. An essential step in completing an assignment is the preparation of a detailed work plan. AECOM will be responsible for ensuring that each of the work orders under this contract is carried out successfully, and that means to your complete satisfaction. A specific and individual work plan will be prepared for each work order. The purpose of the work plan is to communicate the essential information about the project and specific client needs to the project team. The work plan (or project management plan) will include the project budget, project schedule and a project quality control plan. Project Schedule A given work order's schedule for completion is often based on your needs as the client in serving your customers. We are able to meet almost any reasonable deadline, and typically even a highly accelerated deadline for a project's completion through the assignment of additional staff from our Florida -wide and national offices. Gaining a full understanding of your needs allows such critical staffing assignments to be made early on. Often times in lieu of costly fast - tracking of a design and construction project, we may be able to offer construction sequencing alternatives that will allow your requirements to be met part -way through completion. This was the case for the Rotonda WRF Expansion project, where a 1.0 MGD phase of a 2.0 MGD project was available one year into the two -year construction project.
