AECOM Section RFO No. 14 -07 -02 35 <br />Staging new capacity in this way allows the design and <br />construction to proceed along a more normal pace, <br />ensuring adequate time for design and lower cost of <br />construction due to provision of reasonable overall <br />construction project duration. <br />Through discussions with you, the project manager <br />and project engineer develop a project schedule <br />that meets your needs. A master activity list and <br />project schedule will be prepared for each work order <br />using Microsoft Project and included in the Project <br />Management Plan. The master activity list will include <br />the major activities needed to complete the project. <br />Each activity will include a task identification number, <br />description, and estimated duration. Activities with <br />dependent predecessors will be noted in the schedule. <br />The schedule will be updated each month to show <br />progress to date. Key project milestones such as <br />project meetings and technical deliverables will be <br />included. <br />Once a project schedule is developed and agreed to, <br />the project manager is responsible for monitoring <br />progress and keeping it on schedule. Schedule control <br />is largely a function of task planning and monitoring; <br />and the elimination of surprises that can cause delays. <br />Effective schedule management therefore addresses <br />such issues as: <br />• Identification of the work's critical path, and <br />constant monitoring of the progress of those items <br />on that critical path. For large, very complex, <br />or tightly- scheduled projects, this may include <br />software -based CPM scheduling. <br />• Thorough data collection, including the use of <br />subsurface utility exploration to confirm as- <br />built information. For all data collection efforts <br />AECOM will prepare a work plan, which details the <br />information to be collected. <br />• Maintenance of a dedicated project team with <br />member continuity, promoting a highly focused (and <br />therefore time - efficient) design effort. <br />• Early identification of permitting requirements, and <br />a proactive approach to regulatory agencies. <br />• Pre - application meetings are recommended <br />to establish rapport with regulatory agencies <br />representatives and gain thorough understanding of <br />the permit requirements. <br />• Frequent and clear communication with you as the <br />client, to ensure our understanding of your needs <br />and preferences, in order to avert schedule - busting <br />rework at the end of the project. <br />Cost Control <br />AECOM's practice of implementing effective cost <br />control begins with a thorough understanding of the <br />goals of the City of Sunny Isles Beach on each work <br />order and the scope of services required to achieve <br />them. On all AECOM projects, our work is carefully <br />budgeted and all project budgets are carefully <br />reviewed weekly by project managers and monthly by <br />senior managers. <br />Again, once a project schedule and budget is agreed <br />to, the project manager, under the principal in charge's <br />direction is responsible for monitoring progress and <br />keeping it within budget. The master activity list <br />developed for each work order will be used as the <br />basis for tracking the production and cost of project <br />tasks. A computerized project management system <br />(PMS) will be used by AECOM to monitor the project. <br />The PMS allows the project to be broken down into <br />multiple tasks and subtasks, as needed. Project <br />information and budgets for each task will be entered <br />into the PMS. This allows the financial accounting <br />system to track the project and provides information <br />for accurate invoices. Project costs will be updated <br />weekly on a task -by -task basis. <br />At any time during the course of the project, a wide <br />variety of project management reports containing cost <br />to date and billable data can be obtained. The PMS <br />enables AECOM to monitor the status of particular <br />activities and make well informed decisions. <br />AECOM will forecast the hours and dollars remaining <br />to complete each work order on monthly basis. The <br />forecasts are used for calculating the total cost of <br />each work order at completion. The monthly forecasts <br />are a valuable tool for discovering problems early so <br />that correction action can be taken. <br />The billing system is linked to the PMS so that <br />customer billings for labor and expenses coincide with <br />project costs. The billing system will provide complete <br />accurate information on billable cost to date including <br />accounts receivable and unbilled services. The <br />system allows for production of both standardized <br />and customized invoices, as well as back -up reports, <br />quickly and easily. <br />Monitoring and Reporting <br />AECOM will prepare and submit to the City project <br />progress reports for all active work orders. Project <br />progress reports will consist of work status updates <br />with comparisons to the master activity list and <br />schedule. The report will include a summary of work <br />completed to date, budget status, and work to be <br />completed within the next planning period. Reporting <br />
